About this file

This document is Amendment 0002 to Solicitation 36C24726R0123, consisting of a Standard Form 30 amendment cover sheet and comprehensive responses to offeror questions regarding ground wheelchair transportation services for Ralph H. Johnson VA Medical Center in Charleston, South Carolina.

The solicitation is for wheelchair transportation services with an estimated annual volume of 16,000 trips (CLIN x001), with additional CLINs for mileage charges on trips exceeding 25 miles. The contract includes five pricing periods from December 1, 2026 through May 31, 2032, with an anticipated award date on or before December 1, 2026. The service area encompasses a multi-state catchment area including South Carolina, Georgia, and North Carolina. Pricing is uniform across all hours of service with no differential rates for nights, weekends, or holidays. All rates are fully burdened and include tolls, with a 30-minute grace period for waiting time at origin and destination. Invoicing occurs monthly in arrears through the VA Financial Services Center using VetRide trip records. The solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with limitations on subcontracting to 50% of amounts paid by the Government. Insurance requirements include bodily injury liability of at least $200,000 per person and $500,000 per occurrence, and property damage liability of at least $20,000 per occurrence, with documentation required at proposal submission. Personnel must complete favorable background investigations before performance. Vehicle requirements permit both platform-lift and ADA-compliant ramp-equipped vehicles, with no minimum fleet size or vehicle age restrictions specified. The closing date is November 16, 2026 at 08:00 EST, and the document addresses 69 questions from offerors covering operational, technical, regulatory, and administrative requirements.

Responses to Offeror Questions (Revision 2)

Solicitation 36C24726R0123 - Ground Wheelchair Transportation Services, Ralph H. Johnson VA Medical Center, Charleston, SC

Revision summary (changes from Amendment 0001 Q&A)

• A6 (labor classification): cross-referenced to Amendment 0002 Section 2.9; classification pending CO/COR confirmation.

• A9 (mileage): changed from "will correct" to "corrected by Amendment 0001."

• A12 (weekend and holiday rates): cites PWS 4.4 as amended by Amendment 0001.

• A14 (ramp vehicles): cites PWS 11.18 as amended; PWS 11.19 conformed by Amendment

0002 Section 2.19.

• A28 (insurance): states the amounts in PWS 12.1 and removes the reference to PWS 14.5, which cites a clause that is not in Section C. Medical liability is pending Amendment 0002 Section 2.12.

• A32 (subcontracting): notes that the VAAR 852.219-75 clause version is being updated (Amendment 0002 Section 2.11).

• A36 (digital signatures): unchanged.

• A37-A70: new responses to written questions received from offerors after the September 15, 2026 question deadline. Responses are provided at the CO's discretion.

Part 1 - Questions answered in Amendment 0001 (revised as shown)

Q1: Estimated average daily/weekly/annual one-way trips; peak simultaneous requests?

A1: The Government's estimated quantities are set forth in Section B.3 of the solicitation. This is a new contract and historical usage data is not available. The Government does not maintain a separate peak-simultaneous-request metric; offerors should size their fleet and dispatch capacity to the Section B.3 estimated quantities and the performance standards in the PWS.

Q2: Do Section B.3 quantities represent anticipated annual volume?

A2: Yes. The quantities in Section B.3 are the Government's estimate of annual usage for each ordering/pricing period and impose no obligation beyond the stated guaranteed minimum.

Q3: Historical 12-month workload: trips by month, day/time distribution, average distance, percent over 25 miles, percent outside SC?

A3: This is a new requirement; the Government does not have 12 months of historical trip data to provide. Offerors should base proposals on the estimated quantities and service area described in the PWS.

Q4: New requirement or follow-on? If follow-on, contract number, incumbent, value, and pricing?

A4: This is a new requirement; there is no incumbent contract.

Q5: Principal facilities/CBOCs/CLCs and geographic areas generating the greatest demand?

A5: See Delivery Schedule (B.4) and Place of Performance (PWS 4), which identify the facilities. The Government does not rank facilities by demand volume; offerors should assume service may be required to any location within the stated catchment area at any time.

Q6: PWS 20.1 references an unidentified PRS labor category. Which WD 2015-4427 occupation code applies to wheelchair van drivers?

A6: The applicable occupation code is listed in Wage Determination 2015-4427. The vendor is responsible for the occupational code for this service.

Q7: 15-minute grace period (PRS item 8) versus 30 minutes (PWS 9.7/10.5, CLIN x003): which governs?

A7: The governing standard is a 30-minute grace period, as stated in PWS 9.7, PWS 10.5, PRS Performance Objective 8, and CLIN x003 in Section B.3.

Q8: Tolls included in rates (PWS 10.1.2) versus billed separately (PWS 10.10): which governs?

A8: Tolls are included in the rates. PWS 10.1.2 provides that all rates are fully burdened and include ferry, bridge, tunnel, and road toll charges. PWS 10.10 has been deleted by Amendment 0001.

Q9: CLIN x002 mileage: one-way trip distance minus base miles, or distance beyond a 25-mile radius of the VAMC?

A9: CLIN 0002/1002/2002/3002/4002 mileage is calculated on total one-way trip distance in excess of 25 miles (trip-distance method), per PWS 10.3: total one-way travel distance minus the 25 base-rate miles. The "radius" terminology has been corrected in PWS 10.3 and in the Section B.3 CLIN descriptions by Amendment 0001.

Q10: Are dry runs (PWS 6.1(l)) and cancellations (PWS 10.4.1 and 10.4.2) both billed at CLIN x001 with no mileage?

A10: Confirmed. Dry runs and en-route or post-arrival cancellations are invoiced at the CLIN x001 base unit price only; no mileage charge applies to either.

Q11: Does the 30-minute grace period in PWS 9.7 apply to wheelchair transport?

A11: Yes. PWS 9.7 states that the base rate for all wheelchair services includes a 30-minute waiting grace period at both the origin and destination, consistent with PWS 10.5 and the PRS.

Q12: Confirm no separate night, weekend, or holiday rate; all trips billed at Section B.3 unit prices.

A12: Confirmed. There is no differential rate for after-hours, weekend, or holiday service. PWS 4.4, as amended by Amendment 0001, provides that weekend and Federal holiday services are billed at the unit prices established in Section B.3. All trips are billed at those prices regardless of the time of service.

Q13: Confirm invoices are submitted through the VA Financial Services Center under VAAR 852.232-72, and whether VetRide trip records must accompany each invoice.

A13: Confirmed. Invoices shall be submitted electronically in accordance with VAAR 852.232-

72. Supporting VetRide trip records are not required to be attached to each invoice, but must be available for reconciliation by VA staff upon request, consistent with the invoice review process described in the PWS.

Q14: Will ADA-compliant (49 CFR Part 38) rear- or side-entry ramp vehicles be accepted in addition to platform-lift vehicles under PWS 11.18?

A14: Yes. Under PWS 11.18, as amended by Amendment 0001, a vehicle equipped with an ADA-compliant ramp meeting 49 CFR Part 38 is an acceptable alternative to a platform-lift vehicle, provided it meets all other requirements in PWS Section 11, including securement of the wheelchair and occupant under PWS 11.17 and 11.20. Offerors must state the vehicle type and securement system proposed. Amendment 0002 Section 2.19 conforms PWS 11.19 (lift backup) to the ramp alternative.

Q15: Minimum wheelchair-passenger capacity per vehicle, or is one wheelchair passenger plus escort sufficient?

A15: There is no minimum wheelchair-passenger capacity per vehicle beyond what is stated in the PWS. A vehicle accommodating one wheelchair passenger plus one authorized escort satisfies the requirement, consistent with PWS 14.1 (one attendant or caregiver permitted at no additional charge).

Q16: Restrictions on vehicle age, model year, or maximum mileage beyond the PWS?

A16: There are no restrictions on vehicle age, model year, or maximum mileage in this solicitation. PWS Section 11 sets conditional and functional standards (operable equipment, clean condition, safety compliance) but does not impose an age or mileage ceiling.

Q17: Is a minimum number of dedicated (including backup) vehicles required?

A17: The PWS does not specify a minimum fleet size. Offerors shall propose a fleet sufficient to meet the performance standards (timeliness and backup-vehicle response to breakdowns) described in the PWS.

Q18: Must offerors possess or lease vehicles at proposal submission, or may the awardee acquire vehicles after award?

A18: Offerors are not required to possess or have vehicles under lease at the time of proposal submission. The awardee may acquire or lease the necessary vehicles after award, provided all vehicle requirements are met before the performance start date.

Q19: Given the December 1, 2026 start, will a mobilization or phase-in period be allowed?

A19: No separate mobilization or phase-in period is contemplated beyond the time between contract award and the December 1, 2026 performance start date. Offerors should plan vehicle acquisition, inspections, and personnel onboarding to be complete by that date. The actual performance start date is contingent on completion of the Government's pre-award review and approval process, including the source selection decision, pre-award clearance, and contract execution. If those steps extend beyond the current schedule, the performance start date may be adjusted accordingly. An adjustment would not, by itself, entitle the awardee to a separate mobilization or phase-in period.

Q20: May personnel begin work once background investigations are initiated but pending adjudication (PWS 4.9)?

A20: No. Under PWS 4.9, personnel who require access to Department of Veterans Affairs computer systems, or who come into contact with veterans or beneficiaries, must be the subject of a background investigation and must receive a favorable adjudication from the VA Office of Security and Law Enforcement before contract performance. This applies to subcontractor personnel who require the same access. The position sensitivity is LOW RISK, and the required level of investigation is National Agency Check with Written Inquiries. Initiating an investigation does not by itself satisfy this requirement. If an investigation is not completed by the contract start date, the contractor is responsible for the actions of those individuals. Offerors should plan onboarding so that favorable adjudications are complete before any individual performs services under the contract.

Q21: Anticipated contract award date?

A21: The anticipated award date is on or before December 1, 2026, to allow for the contracted performance start date. This is an estimate only and is subject to change based on the acquisition schedule.

Q22: Are out-of-state businesses eligible to compete?

A22: Yes. There is no requirement that an offeror be headquartered or physically established in South Carolina to be eligible to compete, provided the offeror meets all other solicitation requirements, including SDVOSB certification.

Q23: Must an out-of-state business be registered or licensed in SC at submission or award, or can this follow before performance?

A23: Registration and licensing to do business in South Carolina, if required by state law, must be completed before the commencement of performance. It is not required at the time of proposal submission or contract award.

Q24: Are specific SC registrations, transportation permits, or operating authorities required?

A24: The Government does not impose additional SC-specific transportation permitting requirements beyond what state law independently requires of a wheelchair or non-emergency medical transportation provider. Offerors are responsible for determining and obtaining any state-required permits or operating authority.

Q25: Must the contractor hold separate registrations or authorities in SC, GA, and NC given the multi-state catchment area?

A25: Offerors are responsible for complying with the licensing and registration requirements of each state in which they perform work under this contract, to the extent required by that state's law. The Government does not independently impose multi-state registration requirements beyond applicable state law.

Q26: Must interstate licensing be documented with the proposal, at award, or before commencing interstate service?

A26: Interstate licensing or operating authority documentation, to the extent required, must be in place before the contractor commences interstate service. It is not required with the proposal or at award.

Q27: Are additional vehicle registration, driver licensing, or insurance requirements imposed for trips crossing state lines?

A27: No requirements beyond those generally applicable under state law and the insurance minimums stated in response to Question 28.

Q28: What are the minimum limits for auto liability, general liability, bodily injury, property damage, workers' compensation, and professional or medical liability (VAAR 852.228-71)? Must VA be named as certificate holder or additional insured?

A28: The minimum limits are those stated in PWS 12.1, consistent with VAAR 852.228-71(b):

bodily injury liability of at least $200,000 per person and $500,000 per occurrence, and property damage liability of at least $20,000 per occurrence. Workers' compensation shall conform to applicable state law. There is no requirement that VA be named as certificate holder or additional insured unless otherwise stated in the solicitation.

Q29: Are separate or increased limits required for wheelchair passengers or interstate operations?

A29: No. The insurance minimums apply regardless of passenger type or whether the trip crosses state lines.

Q30: Must insurance be fully effective at proposal submission, or is evidence of binding coverage at award or commencement acceptable?

A30: Insurance coverage documentation must be submitted with the proposal, not at award.

Under Section E.1, paragraph h, failure to provide evidence of insurance coverage documentation in compliance with VAAR 852.228-71 at the time proposals are due will result in rejection of the proposal without evaluation. No later submission is permitted.

Q31: Are specific additional-insured endorsements or documentation required with the proposal?

A31: Insurance coverage documentation demonstrating full compliance with VAAR 852.228-71 must be submitted with the proposal at the time proposals are due. Failure to provide it will result in rejection of the proposal without evaluation (Section E.1, paragraph h). Offerors may not submit this documentation after the proposal due date. A certificate of insurance meeting PWS 12.1 is required before award.

Q32: May an eligible SDVOSB prime engage a non-SDVOSB subcontractor for dispatch coordination, scheduling, and subcontractor oversight?

A32: Yes, provided the prime SDVOSB complies with the limitations on subcontracting in VAAR 852.219-75 (not paying more than 50% of the amount paid by the Government to firms that are not listed as SDVOSBs or VOSBs in SBA's certification database). Dispatch coordination, scheduling, and oversight performed by a non-SDVOSB subcontractor count toward that 50% limitation.

Q33: May a prime use multiple qualified wheelchair-accessible transportation companies to cover the geographic area, subject to subcontracting limits?

A33: Yes, provided the prime remains in compliance with the limitations on subcontracting and all other solicitation and contract requirements, including overall responsibility for performance.

Q34: May a prime include experience from its proposed operating subcontractors when responding to Section E.1?

A34: Yes. An offeror may submit a reference contract performed by a proposed subcontractor.

For each such reference, the narrative must clearly state that the work was performed by the subcontractor and not by the offeror, and must identify whether the subcontractor was the prime contractor or a subcontractor on that reference contract. The narrative must also include all other Factor 1 information required by Section E.1, paragraph 2.a. Failure to provide this disclosure may be viewed as evidence that the offeror lacks experience.

Q35: Will VA consider (a) subcontractor or third-party vendor experience with a VA facility program, and (b) network provider agreements with healthcare transportation brokers serving Medicaid or commercial members?

A35: (a) Yes, subject to the disclosure requirements in the response to Question 34. (b) Network provider agreements with healthcare transportation brokers may be submitted. Such an agreement will be considered relevant only to the extent the narrative shows that the offeror performed contracted wheelchair transportation services under that agreement, and that the services involved comparable volume, geographic scope, and patient population to the services required under this solicitation, as described in Section E.2, Factor 1. A network agreement alone, without evidence of wheelchair transportation performed under it, will not be considered.

The submission must include all Factor 1 information required by Section E.1, paragraph 2.a.

Q36: May the signed SF 1449, the Business Associate Agreement (D.1), and the VAAR 852.219-75 certificate be signed digitally?

A36: Yes. Digital signatures are acceptable for the SF 1449, the Business Associate Agreement, and the VAAR 852.219-75 Limitations on Subcontracting Certificate of Compliance, provided the digital signature is applied by an individual authorized to bind the offeror.

Q37: TransportUS: Does cellular telephone communication alone satisfy the vehicle communication requirement in PWS 11.9?

A37: Yes, a company-issued cellular telephone or push-to-talk cellular device in each vehicle satisfies PWS 11.9, provided it is operational at all times during performance and provides contact with the vehicle during all hours of operation. Beepers are not acceptable. This answer is effective upon issuance of Amendment 0002 Section 2.1.

Q38: TransportUS: May the proposal be split into multiple PDF files?

A38: Proposed answer: Yes. The complete proposal may be submitted as multiple PDF files, each labeled with the solicitation number, the offeror name, and its sequence (for example, "1 of 3"). All files must be received by the due date and time in Section E.1, paragraph d. Amendment 0002 Section 3.1.

Q39: Parking Veterans: Will the Government establish a separate CLIN or attendant fee for bariatric wheelchair transports?

A39: No. The solicitation provides no separate bariatric CLIN or attendant fee, and the Government does not estimate the percentage of bariatric trips. Offerors price all trips at the Section B.3 unit prices and must propose vehicles and securement that meet PWS Section 11, including PWS 11.17 and 11.20.

Q40: Parking Veterans: Confirm that no stretcher, gurney, or litter transports are required.

A40: Confirmed. Services under this solicitation are for ambulatory and wheelchair-bound beneficiaries (PWS Sections 1 and 2; Section B.3). The Wage Determination lists an ambulance driver classification for wage purposes only; it does not create a stretcher requirement.

Q41: Parking Veterans: Provide the percentage of trips by origin and destination (Charleston VAMC versus outer clinics such as Savannah, Hinesville, Beaufort, Goose Creek, and Myrtle Beach).

A41: The Government does not have a trip-level distribution.

Q42: Parking Veterans: What percentage of the 16,000 annual trips are recurring dialysis or chemotherapy runs, and are they grouped into shift windows?

A42: The Government does not have this breakdown. The 16,000 figure is the Section B.3 estimate for each pricing period (CLIN x001). Scheduling follows PWS 6.1 and 6.10.

Q43: Parking Veterans and Monarch: Will personnel start under an interim clearance or escort waiver while background investigations are pending, or will the start date be adjusted?

A43: "No. Offerors should plan onboarding so that favorable adjudications are complete before performance. The start date is subject to award under Q19."

Q44: Parking Veterans and Monarch: Which approved mapping service is used for mileage calculation and invoice audit, and are GPS or odometer records acceptable?

A44: PWS 10.3 requires the contractor to use Vetride to calculate travel distance for point-to-point trips. Billable miles equal total one-way travel distance minus 25 miles.

Q45: Parking Veterans: Must vehicles carry a motorized bariatric chair and an escort at the same time?

A45: Vehicles must meet PWS Section 11, including securement for each wheelchair and occupant (PWS 11.17 and 11.20). PWS 14.1 permits one escort at no additional charge. The solicitation does not prescribe a seating configuration. Offerors must propose a vehicle that meets all Section 11 requirements for the passengers it will transport.

Q46: Future Self Logistics: Are the Pricing Period labels for CLINs 3001-3003 and 4001-4003 in Amendment 0001 correct?

A46: No. Amendment 0002 Section 2.15 corrects them. CLINs 3001-3003 are Pricing Period 4 (12-01-2029 to 11-30-2030). CLINs 4001-4003 are Pricing Period 5 (12-01-2030 to 11-30- 2031). These dates match PWS Section 3 and Section B.4. Offerors should price according to the corrected labels.

Q47: Monarch: How do the 50% services limitation in FAR 52.219-14 and VAAR 852.219-75 treat (a) amounts paid to SDVOSB, VOSB, and similarly situated subcontractors; (b) vehicle purchases and leases, fuel, insurance, GPS and software, drug testing, and background checks; (c) 1099 drivers; and (d) the measurement period?

A47: The services limitation is 50% of the amount paid by the Government to firms that are not similarly situated entities or SDVOSB/VOSB subcontractors. Compliance is measured under FAR 52.219-14 for the task order. Vehicle purchases or leases, fuel, insurance, and technology costs are the prime's own costs; (c) treatment of 1099 drivers under 52.219-14(d); and (d) compliance is measured per pricing period.

Q48: Monarch: Will the Government require a limitations-on-subcontracting compliance plan or periodic reports?

A48: No reporting is required but records must be available to provide to the Contracting Officer.

Q49: Monarch: What is the anticipated award date, and will there be a phase-in period? Is this a new requirement or a follow-on?

A49: The award is anticipated on or before December 1, 2026 (Q21). This is a new requirement with no incumbent contract (Q4). No phase-in period is provided beyond the time between award and the start date (Q19).

Q50: Monarch: How are Charleston wheelchair trips currently performed, and will any work shift away from this contract?

A50: No current contract exists (Q4). The Government does not have data on other vendors or VA-operated service for these trips.

Q51: Monarch: Is a South Carolina PSC Class C certificate required, and when must it be held?

A51: The Government does not impose additional South Carolina transportation permitting beyond what state law requires (Q24). Offerors must obtain state-required authority before performance (Q23). PSC records will not be reviewed before award.

Q52: Monarch: What percentage of trips are interstate, and must the contractor hold FMCSA registration?

A52: The Government does not have an interstate percentage. Licensing and registration are determined under each state's law (Q25-Q27).

Q53: Monarch: Confirm wheelchair-only scope, one Veteran per trip, and whether out-of-catchment or overnight trips will be ordered.

A53: Confirmed: wheelchair service only, and one Veteran per trip (PWS 14.3). The catchment area is defined in PWS 6.1(c). Out-of-catchment or overnight trips may be ordered under PWS 4.5.

Q54: Monarch: What are the insurance minimums (auto, general liability, workers' compensation, umbrella)? Is medical liability required? Will a binder satisfy the proposal requirement? May a subcontractor's fleet policy count?

A54: Minimums are those in PWS 12.1 and VAAR 852.228-71(b) (see Q28). A subcontractor's fleet policy may satisfy the requirement if the prime is the named insured or an additional insured.

Q55: Monarch: Provide historical trip data, explain how the Section B.3 estimates were derived, list facilities, and state the bariatric share.

A55: No historical trip data is available (Q1-Q3). The estimates are the Government's estimates in Section B.3 (Q2). The basis for the estimates is not disclosed. Facilities are listed in PWS 4 and Section B.4. The bariatric share is not available (Q39).

Q56: Monarch and Parking Veterans: What is the wait-time grace period, and does PWS 9.7 apply to wheelchair services?

A56: The grace period is 30 minutes at each end of the trip (PWS 9.7; PWS 10.5; PRS Performance Objective 8; CLIN x003). PWS 9.7 applies to wheelchair services. See Q7 and Q11.

Q57: Monarch: Are billable miles equal to loaded point-to-point miles minus 25?

A57: Confirmed. Billable mileage is total one-way travel distance minus 25 miles, per PWS 10.3 as amended by Amendment 0001. The approved mapping service is addressed in Q44.

Q58: Monarch: Are cancellations after dispatch, dry runs, and no-shows or refusals billed only at CLIN x001 with no mileage?

A58: Yes. This is consistent with PWS 10.4.1 and 10.4.2 and with Q10. No separate cancellation CLIN is provided.

Q59: Monarch: Confirm that no premium or after-hours CLINs will be added.

A59: Confirmed. See Q12. The same unit prices apply at all hours.

Q60: Monarch: What is the maximum single-item order, and what are the ordering end dates in FAR 52.216-18 and 52.216-22?

A60: Maximum order: Ordering end dates: the solicitation as issued states May 30, 2032 in 52.216-18(a) and April 30, 2032 in 52.216-22(d). These are corrected to May 31, 2032 in both clauses by Amendment 0002 Sections 2.3 and 2.4.

Q61: Monarch: Confirm invoicing monthly in arrears through the VA Financial Services Center, the trip-level backup required, and how disputes are resolved.

A61: Invoices are submitted monthly in arrears under VAAR 852.232-72 (see Q13). VetRide trip records must be available for reconciliation (Q13). Trip-level backup should include the VetRide trip identifier, date, pickup and drop-off addresses, loaded miles, and wait-time increments.
