About this opportunity

The United States Coast Guard Surface Force Logistics Center is soliciting proposals for comprehensive steering system maintenance and certification services for the CGC Clarence Sutphin under Request for Quote Number 52000QR260003394. The procurement seeks a certified technical representative from the original equipment manufacturer to perform a full inspection, testing, and recertification of the vessel's digital steering control system, including troubleshooting efforts, system testing across all configurations, calibration verification, and rudder response inspections. The contractor must deliver detailed reports and condition-found reports documenting all efforts, findings, and test data upon completion. This solicitation will be evaluated and awarded on a firm-fixed price basis using simplified acquisition procedures under FAR Part 12, with the resultant purchase order awarded to the lowest responsible bidder meeting the solicitation requirements. The deadline for submission of quotes is February 22, 2026, providing a five-day response period from the posting date of February 17, 2026.

This procurement is designated as a total small business set-aside, with eligibility restricted to small business concerns meeting the NAICS 336611 classification with a size standard of 1,300 employees or fewer. The work will be performed in Manama, Bahrain or Dubai, United Arab Emirates, with a compressed schedule requiring completion within two days during the week of February 20, 2026, operating from 0800 to 1800 local time daily. The scope involves one certified technician providing eight hours of labor per day across the two-day period, with contractor-furnished travel expenses including mileage, meals, and hotel accommodations. No specific contract value is stated in the solicitation documents, though the compressed timeframe and location-specific requirements suggest this is a relatively limited-duration, specialized service engagement. The contracting officer is LT Thomas Uhl (PBPL AM), with the CGC Clarence Sutphin's Engineering Plant Officer serving as the technical point of contact.
