About this opportunity
The Department of the Air Force Air Mobility Command seeks a comprehensive cross-connection survey of Fairchild Air Force Base's entire potable water system, with proposals due May 13, 2026 at 10:00 AM Pacific Time. The procurement is a 100% small business set-aside, limiting competition to firms meeting the $19 million size standard under NAICS 541620.
Place of performance is Fairchild AFB, WA 99011, with work extending to six geographically separated units (Fort Wright Wells & Cemetery at 10 miles, Geiger Reservoir at 7 miles, White Bluff at 9 miles, Ruby Creek at 90 miles, Tacoma Creek at 74 miles, and Clear Lake Recreation Area at 17 miles). The survey encompasses approximately 490,000 linear feet of piping, 305 buildings with potable water connections, 12 additional irrigation device locations, and approximately 500 total backflow prevention devices. Work is limited to physical visual inspection and does not include functional testing, water quality sampling, or device testing.
The team lead must hold an active Washington State-certified Cross-Connection Control Specialist certification; only Washington State certification is acceptable—certifications from other sources are not substitutes. All contractor employees require Defense Biometrics Identification Cards (DBIDS) with Real ID Act compliance; processing takes approximately ten work days. Contractors must be registered in SAM at time of quote submission. Contractors may not use Class I Ozone Depleting Substances in testing, operation, or maintenance activities.
The period of performance runs July 1 through September 30, 2026, under a firm-fixed-price contract with FOB Destination. The contract comprises one CLIN for the complete survey service priced as a single lot. Evaluation criteria include price and Supplier Performance Risk System (SPRS) assessments under DFARS 252.204-7024. Pricing must remain firm for 60 calendar days from the quotation due date. A non-mandatory site visit is scheduled for April 22, 2026 at 11:00 AM Pacific Time; advance registration was required by April 20. Questions were due April 28, 2026.
Amendment 0004, issued May 7, extended the due date from May 5 to May 13, provided additional contractor questions and responses, revised the Statement of Work to Revision 2, and updated the Combined Synopsis/Solicitation to Revision 2, incorporating FAR Provision 52.222-90 addressing diversity, equity, and inclusion discrimination requirements. Service Contract Act prevailing wage rates apply, with rates established by Department of Labor Wage Determination 2015-5537 Revision 27 for Spokane and Stevens Counties, Washington.
