About this opportunity
The U.S. Census Bureau issued a presolicitation feedback request on the Draft Baseline Performance Objectives (BPO) for Census Decennial as a Service (D-X), a managed services initiative supporting the 2028 Census Test and 2030 Decennial Census operations, with responses due October 15, 2026.
The Bureau seeks industry input on translating draft performance objectives into a clear, measurable, and executable Performance Work Statement (PWS). The D-X program consolidates technology, devices, logistics, connectivity, and support operations under a single Managed Services Integrator (MSI) model operating within a FedRAMP Moderate or higher certified environment at time of award. Core operational scope includes provisioning approximately 10,000 mobile devices daily, shipping 70,000 equipment kits weekly, opening 25–30 Census sites weekly during peak deployment, and managing hundreds of thousands of smartphones, tablets, and laptops nationwide across urban, rural, remote, and island locations throughout the United States and its Territories.
Responses must address six structured sections: clarity and achievability of baseline performance objectives; service domain definitions and alignment with industry practices; acquisition and delivery risks with mitigation strategies; performance requirements and service level feasibility; fixed-price suitability of service domains and recommended pricing approaches; and additional cross-cutting recommendations and information gaps. Submissions limited to one page for Company Overview and seven pages for Sections 1–6, with unlimited appendices, formatted in Times New Roman 12-point font in Microsoft Word. Send responses to pithy.t.sar@census.gov and paul.w.boesch@census.gov with subject line "Census Draft D-X BPO Response - COMPANY NAME." The Government will not reimburse response costs, does not prefer AI-generated responses without disclosed methodology and independent validation, and will not accept marketing materials, capability statements, pricing proposals, or generic boilerplate.
