About this file

This is a vendor response submission instruction document for the U.S. Census Bureau's Draft D-X Baseline Performance Objectives (BPO) presolicitation feedback request. The Census Bureau is seeking industry input on how draft performance objectives can be effectively translated into a clear, measurable, and executable Performance Work Statement (PWS). Responses must be submitted by Thursday, October 15, 2026, at 4:00 PM EST to pithy.t.sar@census.gov and paul.w.boesch@census.gov with the email subject line "Census Draft D-X BPO Response - COMPANY NAME."

Submissions must be prepared in Microsoft Word using Times New Roman 12-point font and follow strict page limitations: one page for Company Overview Information and seven pages for Sections 1-6 with optional unlimited appendices. The Company Overview section requires business name, website, headquarters address, company representative contact information, Unique Entity ID, socio-economic status, NAICS codes, and applicable GSA contracting vehicles with contract numbers and points of contact. The structured response must address six sections: (1) clarity and achievability of baseline performance objectives; (2) service domain definitions and alignment with industry practices; (3) acquisition and delivery risks with mitigation strategies; (4) performance requirements and service level feasibility; (5) fixed-price suitability of service domains and recommended pricing approaches; and (6) additional cross-cutting recommendations and information gaps. The Government explicitly states it will not reimburse response costs, does not prefer AI-generated responses without disclosed methodology and independent validation, and will not accept marketing materials, capability statements, pricing proposals, or generic boilerplate. Contractor personnel with executed non-disclosure agreements may assist in reviewing responses, and the Government may conduct follow-up discussions with vendors during the pre-solicitation phase to clarify requirements and ensure well-aligned solutions.
