About this file

This document is a taxonomy and persona framework for the D-X 2030 Decennial Fieldwork initiative, defining six user personas and their technology requirements for Census Bureau operations.

The document establishes an attribute taxonomy across three primary categories: Work Environment & Connectivity, Device & Software Requirements, and Security, Management, & Support. The six personas are: Census Office Employee, Census Field Manager (CFM), Census Field Supervisor (CFS), Enumerator/Census Taker, Paper Data Capture Center Office Employee, and Paper Data Capture Remote Employee. Each persona specifies distinct requirements based on work location, primary activities, and operational context. Census Office and CFM employees require 12-inch screen devices with keyboard, minimum 8-hour battery life, WPA3-Enterprise Wi-Fi connectivity, standard performance tier, and office-based workspaces. Field-based personas (CFS and Enumerator) require one-handed operation devices with sunlight-readable displays, 8+ hours mixed GNSS/cellular operation, LTE/5G mandatory connectivity for Enumerators, and rapid charging capability. Paper Data Capture personas require fixed workstations with shared login/logout workflows for center-based staff and home office flexibility for remote employees. All personas mandate FIPS-validated full-disk encryption, multi-factor authentication, hardware root-of-trust, Section 508/WCAG accessibility compliance, zero/low-touch enrollment, remote configuration and wipe capabilities, and telemetry reporting for battery, network, and compliance monitoring. User population counts are identified as TBD across all personas.
