About this file
This is a functional requirements document for Unified Endpoint Management (UEM) systems and devices supporting the U.S. Census Bureau's 2028 Census Test and 2030 Decennial Census under the D-X delivery model. The document is device-agnostic and emphasizes capabilities and mission outcomes rather than specific brands or vendors, with requirements organized across UEM platforms, mobile and tablet devices, and laptops.
The UEM platform must be FedRAMP authorized, support NIST SP 800-53 standards, and include continuous monitoring, vulnerability management, and incident detection capabilities. Critical mandatory requirements include cross-platform support for managing all endpoint types under one framework, zero/low-touch enrollment at population scale, bulk provisioning workflows, and policy enforcement including passcode/MFA, encryption, geofencing, data loss prevention, and AI feature disablement. The platform must integrate with government ITSM systems, asset management, and logistics platforms, while scaling to hundreds of thousands of endpoints and meeting defined availability/performance SLAs. Mobile and tablet devices must support handheld/one-hand operation with sunlight legibility, multi-constellation GNSS positioning with structure-level accuracy, LTE/5G connectivity with eSIM/dual-SIM capability, 8+ hours battery life, and policy-controlled location services and enterprise workspace separation. Laptop requirements include sufficient compute for concurrent control/case management and collaboration applications, solid-state storage, hardware root of trust with TPM 2.0, full-disk encryption, MFA at AAL2 level, WiFi and wired Ethernet connectivity, and 8+ hours battery life. All devices must comply with Section 508/WCAG accessibility, Section 889 supply chain restrictions, and support NIST 800-88 sanitization with auditable evidence. Cross-cutting compliance requirements including FedRAMP, FISMA, Title 13, Zero Trust, and SBOM are embedded throughout every phase of the lifecycle.

Attachment 3: D-X Functional Requirements for Devices and UEM September 15, 2026
D-X Functional Requirements for Devices & Unified Endpoint Management
Purpose This document defines the device‑agnostic functional requirements for devices and the Unified Endpoint Management (UEM) ecosystem supporting the 2028 Census Test and the 2030 Decennial Census under the D‑X delivery model. The requirements emphasize capabilities and mission outcomes rather than specific brands, operating systems, or vendors. Together, they outline the framework required to provision, manage, and sustain devices and connectivity at decennial scale.
FuncƟonal Requirements This section defines the functional scope for UEM, mobile and tablet devices, laptops, and integrated connectivity services, including cellular, WiFi, VPN, APN, and PKI/SCEP. Crosscutting compliance requirements to include, but not limited to FedRAMP, FISMA, Title 13, Zero Trust, Section 508/WCAG, Section 889, and SBOM are embedded throughout every phase of the UEM and device lifecycle to ensure confidentiality, integrity, availability, and accessibility of mission data and services.
