About this opportunity

Air Mobility Command seeks demolition, removal, and legal disposal of existing playground surface material and installation of new pour-in-place rubber surfacing at two infant playground areas at Little Rock Air Force Base, with proposals due September 14, 2026. This is a total small business set-aside procured as a firm-fixed-price Request for Quotation.

Place of performance is Building 1257, Little Rock Air Force Base, Arkansas. A mandatory site visit is scheduled for September 8, 2026 at 10:00 AM CDT at the Little Rock AFB Visitor Center; vendors must hold a REAL ID to access the installation site and shall provide base sponsorship information in advance. Questions are due September 9, 2026 at 2:00 PM CDT.

The new surface must consist of a nominal 3/4-inch base layer of black styrene-butadiene rubber (SBR) and a nominal 1/4-inch top layer of ethylene propylene diene monomer (EPDM) in a 50/50 tan and light-green mixture. The installed surface must meet ASTM F1292 impact attenuation standards for critical fall heights of 32 inches and 18 inches, provide ADA-compliant accessibility per ASTM F1951, prevent standing water through adequate drainage, and maintain seamless uniform thickness without tripping hazards. Each playground area measures 594 square feet (22 feet by 27 feet). The contractor must provide all labor, materials, equipment, supplies, tools, and incidentals; work Monday through Friday, 0700–1700 hours; complete within 60 calendar days from contract award; and furnish a 12-month warranty covering materials and workmanship. The NAICS code is 325212, Synthetic Rubber Manufacturing. Evaluation weighs price and technical capability equally, with award to the offer representing best value.
