About this file

This document is a Salient Characteristics specification for playground surface removal and replacement services. The contractor must provide all labor, materials, equipment, and supervision to remove the existing playground surface and install a new safety-compliant surface at infant playgrounds. The new surface must completely cover designated playground use zones with dimensions specified in an attached site plan, feature light to medium color shades to minimize heat retention and prevent burn hazards, and maintain a seamless, uniform thickness free of tripping hazards or uneven transitions.

The installed surface must meet critical safety and functional requirements, including impact attenuation in accordance with ASTM F1292 standards appropriate for the critical fall height of the highest playground equipment, firm and stable accessibility complying with ADA guidelines and ASTM F1951, and adequate drainage to prevent standing water. The contractor is responsible for correcting any installation defects, non-compliance with required depth and impact attenuation standards, or other deficiencies at their own expense prior to final government acceptance. A minimum one-year comprehensive warranty covering both materials and workmanship is required, beginning from the date of final acceptance.

Salient Characteristics: Playground Surface Removal and Replacement

1. General Description The contractor shall provide all labor, materials, equipment, and supervision necessary to remove and dispose of the existing playground surface and install a new, safety-compliant playground surface.

2. Physical Characteristics

• Dimensions & Coverage: The new surface must completely cover the designated playground use zones as detailed in the attached site plan/dimensions for the infant playgrounds.

• Color/Thermal Properties: The surface color must be of light to medium shades to minimize heat retention and prevent burn hazards to children. Very dark colors (e.g., solid black, dark brown) are unacceptable.

• Material Uniformity: The finished surface must be seamless, uniform in thickness, and free of tripping hazards or uneven transitions.

3. Functional Characteristics

• Fall Protection (Critical): The primary function of the surface is impact attenuation. The installed material must meet or exceed safety standards for the critical fall height of the highest piece of playground equipment in the designated area, in accordance with ASTM F1292 (Standard Specification for Impact Attenuation of Surfacing Materials).

• Accessibility: The surface must be firm, stable, and slip-resistant, complying with Americans with Disabilities Act (ADA) guidelines and ASTM F1951 for playground accessibility.

• Drainage: The surface must allow for adequate water drainage to prevent standing water and degradation of the material.

4. Performance Characteristics & Quality Assurance

• Inspection and Rework: The completed installation will be subject to government/buyer inspection. If the installed surface is not completed correctly, fails to meet the required depth/impact attenuation standards, or exhibits defects, the contractor is explicitly required to fix, replace, or correct the non-compliant areas at their own expense prior to final acceptance.

• Warranty: The contractor must provide a minimum one (1) year comprehensive warranty covering both materials and workmanship, beginning from the date of final government/buyer acceptance.
