About this file
This is a Questions and Answers document for a federal playground surfacing contract opportunity. The government seeks professional installation of poured-in-place (PIP) playground surfacing at two separate CDC playgrounds, with a total scope of 1,188 square feet (594 square feet per playground, measuring 22 feet by 27 feet each). The critical fall heights are 32 inches for the large cube structure and approximately 18 inches for other equipment. The contractor must remove existing PIP surfacing, remove grass at the edges, and install new surfacing within a 60-day completion timeline following contract award. Professional installation is required, and both playground areas are accessible via gated entrances (one 58 inches wide and one 136 inches wide) that accommodate Bobcat equipment access during business hours (0600-1700), with heavy traffic periods at 0700 and 1600.
The government is evaluating options for commercial-grade synthetic turf with no crumb infill and requests pricing quotes for turf as a contingency pending approval. The contractor will be responsible for providing patching and leveling compounds for minor surface defects, though significant substrate repairs identified during removal may be addressed through separate change orders. Site access considerations include peak CDC drop-off and pick-up hours between 0700-0730 and 1600-1700, and contractors will receive notice of holiday or facility closure dates. Color selection for the PIP surfacing references the Performance Work Statement, and salient physical, functional, and performance characteristics have been identified in supplemental documentation uploaded to SAM. The government declined to extend the original proposal due date.

Playground Questions.
1.) What is the critical fall height of the structure in the surfacing area? (The measurement from the highest play platform to the top of the surface below
If a child can climb on top of the large cube, it is 32”. Everything else is roughly 18 inches.
2.) What is the square footage of the area in need of surfacing?
594 square feet per playground
3.) What is the current surface in the area?
Area currently utilizing Pour in Place surface
4.) What, if any, existing structures are in the area to be surfaced?
No structures need to be surfaced. It is just the two play surfaces.
5.) Are you interested in professional installation, where available?
Yes, we are looking for professional installation
6.) What color are you interested in for your Poured in Place surfacing? (Beige, green, blue, red, or multiple) Please see Performance Work Statement.
7.) Is the area large enough for a Bobcat to access?
Yes. Both playgrounds have two gated entrances. One is 58” wide and the other is 136” wide.
8.) Please attach photos of the area to be surfaced as they are necessary to quote the installation.
See below
9.) Could you please provide the exact dimensions or total square footage for the pour area?
The measurements are 22ft x 27ft = 594 square feet each playground, or 1,188sq ft total
10.) Site access will be available during what times?
Access is available during business hours, 0600-1700. Though thru traffic is heavy around 0700 and around 1600
11.) Will the play items be removed from the area?
Yes
12.) Will the contractor be responsible for the grass removal on the edges of the PIP?
Yes
13.) Are you considering turf?
We are working on getting guidance regarding turf. Is it a commercial grade synthetic turf with no crumb infill? Can you please provide quotes for the turf as well in the event we get approval for turf.
14.) Timetable to complete once contract is awarded?
Per the PWS, the timetable to complete is 60 days
15.) The PWS requires the contractor to provide patching/leveling compounds for minor surface defects. If removal of the existing surfacing reveals significant cracks, spalling, deterioration, or other substrate conditions requiring repairs beyond minor preparation, will the government consider these repairs outside the base scope and address them through a separate change order?
If this becomes an issue it will be addressed at that time.
16.) Addendum 52.212-1 & 52.212-2 mentions that "To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- Meet the salient physical, functional, or performance characteristics specified in PWS Section 4.1.1 and 4.1.2". The PWS does not have Section 4.1.1 nor 4.1.2. Will the government clarify which Sections of the PWS lists the salient physical, functional, or performance characteristics that must be met?
Salient Characteristics will be uploaded as an additional attachment in SAM at the time of posting this Q&A.
17.) Will the government extend the proposal due date to Thursday, September 17, at
2:00 PM?
We will not extend the offers due date.
18.) Will the government provide the CDC’s peak drop-off and pick-up hours and identify any other scheduled activities, events, or operational restrictions that contractors should consider when planning the work to maintain safe access and minimize disruption to CDC operations?
The CDC’s peak drop-off and pick-up hours are between 0700-0730, and 1600- 1700. Contractors will be notified of any closures due to holidays, base/goal days, etc.
