About this file
This document contains supplemental clauses for a Department of the Air Force contract acquisition.
The Ombudsman clause establishes an appointment of an ombudsman to hear and facilitate resolution of concerns from offerors and potential offerors. Mr. Robert Surrey (AFICC OI AMC, Scott AFB, IL; 618-229-0267; robert.surrey.1@us.af.mil) serves as the primary ombudsman, with escalation available to the Department of the Air Force ombudsman at SAF/AQC in Washington DC. Interested parties must first address concerns to the contracting officer before consulting the ombudsman. The ombudsman maintains strict confidentiality, does not participate in proposal evaluation or source selection, and has no authority to render binding decisions. Ombudsman consultation does not alter timelines for bid protests, debriefings, or other formal processes. Parties should not contact the ombudsman for solicitation copies, offer due dates, or technical clarifications—such inquiries must be directed to the contracting officer.
The Elimination of Use of Class I Ozone Depleting Substances clause prohibits contractors from providing services or products requiring Class I ODS in testing, operation, or maintenance of any system or component. Prohibited substances include halons (1011, 1202, 1211, 1301, 2402), chlorofluorocarbons (CFC-11 through CFC-217 and blends R-500, R-501, R-502, R-503), carbon tetrachloride, methyl chloroform, and methyl bromide. The Contractor Access to Department of the Air Force Installations clause requires contractors to obtain base identification and vehicle passes for personnel with frequent installation visits. Contractors must submit written requests listing contract details, personnel names, and authorized signatories; provide valid driver's licenses, vehicle registration, and insurance certificates; manage credentials for new and departing personnel; comply with security protocols for controlled areas; return all passes upon contract completion; and provide after-hours emergency contact information through the Emergency Mass Notification System. Non-compliance may result in withholding of final payment.

Supplemental Clauses
Ombudsman
1. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
2. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. 3. If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Mr. Robert Surrey, AFICC Ol AMC, 510 POW/MIA, Scott AFB, IL 62225-5022, 618-229-0267, fax 618-256-5724, email robert.surrey.1@us.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/FLDCOM/DRU ombudsman level, may be brought by the interested party for further consideration to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.
4. The ombudsman has no authority to render a decision that binds the agency.
5. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
