About this opportunity
The Defense Health Agency is conducting market research for comprehensive preventive and corrective maintenance services for electronic security systems at Naval Hospital Camp Pendleton and associated branch clinics, with RFI responses due August 26, 2026, at 10:00 AM Pacific Daylight Time. This is a non-personal services requirement on NAICS 561621 and PSC J059.
Performance takes place at Naval Hospital Camp Pendleton and multiple facility locations across Marine Corps Base Camp Pendleton, including Buildings H-200, H-95, H-135, H-136, the Intrepid Spirit Building 2016, and medical clinics in Areas 13, 16, and 21. Place of performance spans the entire facility footprint with a mandatory 4-hour emergency response radius.
Prospective contractors must hold active State of California C10 (Electrical Contractor) or C7 (Low Voltage Systems) contractor licenses and maintain current, manufacturer-authorized certifications for Avigilon ACM Access Control, Avigilon ACC Video Management System, and Stentofon Intercoms/Alphacom Servers. Additional documented experience is required with Lenel, Genetec, Hirsch, Bosch, Pelco, Mercury access control hardware, and HID Totguard Infant Protection Systems. Certified technicians must be positioned within a 4-hour driving radius to meet 24/7/365 emergency response obligations. The electronic security network is a standalone, closed-loop system not connected to the main DoD network; standard IT/cybersecurity requirements such as RMF, CMMC, and SAAR are not applicable.
The anticipated period of performance is a 3-month base period (September 30, 2026 through December 29, 2026) with four optional 12-month periods extending through December 29, 2030. A transition-in period runs August 30 through September 29, 2026. Responses are limited to five pages (12-point font) and must include company name, UEI number, CAGE code, technical points of contact, and proof of mandatory certifications, state licensing, system experience, emergency response radius capability, and a detailed 45-day phase-in approach. Submit responses to dominic.n.gonzales.civ@health.mil.
