About this opportunity
The Department of Homeland Security's Customs and Border Protection (CBP) is seeking a contractor to manage the Online Applicant Competency Assessment Service (COACA) and CBP Automated Testing Services (CATS) for entry-level and promotional candidates, primarily Customs and Border Protection Officers (CBPOs) and Border Patrol Agents (BPAs). The contractor must provide a comprehensive computer-based test administration system featuring secure web-based test delivery, applicant self-scheduling, test scoring and reporting, and multiple testing formats including physically proctored, remote/technologically proctored, and unproctored administration. Key requirements include system security compliance, monitoring for unauthorized test exposure, web browser locking during testing sessions, and managing applicant communications and support throughout the testing process. Proposals will be evaluated based on technical approach, management approach, past performance, and price, with technical factors being significantly more important than price. The solicitation deadline is 5:00 PM EDT on July 15, 2025, with questions having been due by June 16, 2025.
This procurement is set aside for small businesses under NAICS code 541512 (Computer Systems Design Services) with a size standard of $34 million. The contract structure is an Indefinite Delivery/Indefinite Quantity (IDIQ) arrangement with a 12-month base period running from August 2025 through August 2030, including four 12-month option periods, and carries a minimum contract guarantee of $50,000. The system must handle substantial testing volumes, with monthly averages projected at 5,000 BPA and 7,500 CBPO applicants, and accommodate approximately 50 international promotional candidates annually. Testing services will be provided across a broad national scope, as evidenced by comprehensive ZIP code listings covering multiple states and regions throughout the United States, as well as some Canadian locations. The place of performance is listed as Washington, DC, though the testing network will span nationwide locations to serve CBP's recruitment and promotion assessment needs.
