About this file
This document is an attachment detailing Technical Proposal Content Requirements for Solicitation 70B06C25R00000075 issued by U.S. Customs and Border Protection (CBP). The technical proposal must address three primary evaluation factors: Technical Approach, Management Approach, and Past Performance, each with multiple subfactors requiring detailed documentation.
The solicitation seeks a contractor to manage competency-based assessments for CBP entry-level and promotional candidates, primarily for Customs and Border Protection Officers and Border Patrol Agents. The required system must provide secure, web-based test administration with capabilities including applicant self-scheduling, computer-adaptive testing, test scoring, reporting, and multiple testing modes (physically proctored, remote/technological proctoring, and unproctored). Key technical requirements include system capability, usability, standardized testing environments, a comprehensive testing site network, and robust web services with security, compliance, and privacy protections. The proposal must also demonstrate key personnel qualifications, risk management approach, transition planning, and evidence of past performance in similar technology-enabled testing services.
