About this file

This document is a Past Performance Questionnaire for the CBP Online Applicant Competency Assessment Service (COACA) and CBP Automated Testing Services (CATS) solicitation. The form is designed for a previous client to evaluate the contractor's performance across three key areas: customer satisfaction, adherence to price/schedule/performance baselines, and timeliness of performance. The questionnaire provides a structured method for rating the contractor's performance using four adjectival ratings: Superior, Satisfactory, Marginal, and Unsatisfactory.

The evaluation covers specific subfactors including system functionality, reliability, customer support, report quality, responsiveness to changes, quality control, schedule adherence, and task order delivery. The form requires the evaluator to provide detailed feedback on the contractor's strengths, weaknesses, and whether they would award another contract. The completed questionnaire is to be sent directly to Daniel G. Stiller, the DHS CBP Contracting Officer, by 5 PM EDT on Wednesday, July 9, 2025, and will be used as part of the past performance evaluation criteria for the upcoming solicitation.
