About this opportunity
The Department of Agriculture Forest Service R2-Rocky Mountain Region seeks fabrication and delivery of 28 cattleguard grilles with end locking channels to Hill City, South Dakota, with proposals due August 7, 2026, and questions due August 4. The procurement is set aside 100% for small business concerns.
Place of performance is Hill City, SD. Cattleguard grilles must conform to drawing 619-05 specifications: 8 feet wide by 7 feet 9 inches long, constructed from welded steel (W8×15 beam, C8×11.5 channel, HSS 3×3×0.1875 square tube rails) with 13/16-inch diameter holes spaced 3 to 12 inches apart, conforming to AASHTO-HL-93 design live load standards and Federal Highway Administration FP-14 specifications. All structural steel rails must be high-strength, low-alloy steel per subsection 717.01(b); all other structural steel per subsection 717.01(a). All welding must conform to FP-14 subsection 555.17. Each unit includes one 8-foot-5-inch C10×15.3 end locking channel. Grilles must be painted to Federal Standard Color 24325 per AAMA 2604-05 specifications. For grilles custom fabricated to the standard drawing, product brochures are not required; welders must be qualified by test per D1.5 Clause 7 without formal certification. Delivery is required 90 days after award, Monday through Thursday between 7:30 a.m. and 4:30 p.m., with 72-hour advance notice to the Contracting Officer. Offerors must submit a Buy American Certificate and confirmed delivery dates. The Buy American provision (FAR 52.225-2) requires certification of domestic content. Award is made to the offer representing best value; evaluation prioritizes technical approach (product specifications and delivery capability) and price, with only the lowest priced offer initially evaluated for technical acceptability.
