About this opportunity
The 325th Contracting Squadron at Tyndall Air Force Base, Florida, is seeking quotes for monthly, quarterly, and annual CATM range cleaning services, with proposals due September 3, 2026. This is a 100% Small Business Set-Aside with NAICS code 562211 (Hazardous Waste Treatment and Disposal) and PSC F108 (Environmental Systems Protection–Environmental Remediation).
Place of performance is Tyndall AFB, Florida, specifically Building 1266M, a 14-lane, 9,856 square-foot indoor firing range. The contract period runs from September 1, 2026, through August 31, 2027, with two optional one-year extensions available through August 31, 2029.
Monthly maintenance requires overhead rail cleaning, trough cleaning, D-lead wipe-downs, full HEPA vacuuming, replacement of 32 pre-filters (24" x 24" x 2", MERV8), visual safety inspections, dust collection monitoring, and ammunition residue cleaning. Quarterly work (four times annually) includes replacement of 32 ten-pocket bag filters (24" x 24" x 18", MERV14), bullet collection bag replacement from 28 barrels, and all monthly tasks. Annual maintenance requires replacement of 32 HEPA filters (24" x 24" x 12") and dust collection unit filter replacement with four primary filters, two secondary HEPA filters, and one pre-filter in the base year only.
The contractor must comply with OSHA 29 CFR 1926.62 (Lead Construction Standard), 40 CFR Parts 261–265 (hazardous waste standards), and Tyndall AFB regulations. All hazardous waste—including lead-contaminated materials and spent filters—must be segregated, double-wrapped, and transported to the base Hazardous Waste Accumulation Site with 10 business days' advance notice. Work hours are 7:00 AM to 4:30 PM, Monday through Friday. The contractor must obtain DD Form 1172, DBID card, and AF Form 75 identification; submit TAFB Forms 81, 82, and 83 with Safety Data Sheets 7–10 days prior to work initiation; and maintain hazardous waste training certifications per 40 CFR 262.17(a)(7).
Evaluation is best-value, weighing price, technical approach (limited to 10 pages, addressing cleaning procedures, filter management, and hazardous waste handling), and past performance (maximum two references, one page each, for work completed within the past three years). Technical proposals must be rated "Acceptable" to be eligible for award. Offerors must hold prices firm for 60 calendar days from the offer due date. Questions were due August 25, 2026. A site visit was held August 21, 2026, at 9:00 AM CST. Amendment 0002, effective September 1, 2026, added a one-time DCU filter replacement line item for the base year only and updated the Statement of Work.
