About this file
This is a Questions and Answers (Q&A) document for the CATM Range Cleaning solicitation (FA481926Q0054) issued by the 325th Contracting Squadron at Tyndall Air Force Base, Florida, supporting the 325th Security Forces Squadron. The document addresses 47 questions and clarifications regarding scope, technical specifications, waste management, and operational requirements for cleaning and maintaining an indoor firing range facility.
The scope requires monthly, quarterly, and annual maintenance of a 9,856 square-foot indoor firing range, including lead-residue removal from approximately 175,000 rounds fired annually (9mm/5.56 frangible rounds only). Key technical requirements include monthly replacement of Stage 1 pre-filters (CAMfil/FAR 30/30, Part 049880-005, 24x24x2, MERV 8), quarterly replacement of Stage 2 bag filters (CAMfil/HFSRMV14, Part 406280A30, MERV 14), and annual replacement of Stage 3 HEPA filters (CAMfil/855016004, 24x24x12, true HEPA). The contractor must replace 32 of each filter type quarterly and service the Action Target Total Containment Trap (approximately 76 feet long and 18 feet wide). Personnel performing lead-residue removal and HEPA filter changes must complete training meeting 40 CFR 262.17(a)(7) standards, though specific certifications need not be submitted until prior to contract performance. The contractor must provide hazardous waste disposal containers (not government-supplied), coordinate waste characterization and disposal with base hazardous materials personnel at Building 6011 with 10 business days' advance notice, and comply with OSHA 29 CFR 1926.62 for personal air monitoring. The range floor dimensions are approximately 79 feet from bullet trap to firing line and 16.5 feet from firing line to rear wall. Ceiling baffle cleaning and wet-washing are excluded from scope. This is a 100% Small Business Set-Aside with NAICS code 562211 (Hazardous Waste Treatment and Disposal) and PSC code F108 (Environmental Systems Protection—Environmental Remediation).

| What specific certification is required for personnel performing lead-residue removal and HEPA filter changes? | The Government does not mandate a specific branded certification or specific certifying organization. Any training program that meets the standards of 40 CFR 262.17(a)(7) is acceptable. To satisfy this requirement, personnel must successfully complete a program consisting of classroom instruction, online training (e.g., computer-based or electronic), or on-the-job training that teaches them to perform their duties in compliance with hazardous waste regulations. |
| Are copies of the applicable certifications/training certificates required with the initial quote, or are they only required for approval prior to contract performance? | Training certificates and proof of compliant training programs are only required to be submitted to the Contracting Officer for approval prior to the start of work (performance). They do not need to be submitted with your initial quote. |
