The contract will require comprehensive management of tank maintenance, including labor, tools, materials, and equipment for recurring and non-recurring service items. Proposals will be evaluated using three primary factors: Price, Corporate Experience, and Past Performance, with the contract to be awarded using the Lowest Price Technically Acceptable Best Value Method. The solicitation requires offerors to submit proposals by 10:00 AM EST on May 1, 2025, with a site visit previously conducted on April 17, 2025, to provide potential contractors an opportunity to review the facility and ask questions. All technical documentation and performance requirements are detailed in the numerous attached government files, which outline specific maintenance protocols, inspection forms, and service expectations.
This contract opportunity is specifically set aside for Service-Disabled Veteran-Owned Small Businesses and will have a 12-month base period with four possible 12-month option periods, not exceeding a total of 60 months. The estimated base period performance is from June 1, 2025, to May 31, 2026, with work primarily located at the Naval Submarine Base in Groton, CT, though potential expansion to other NAVFAC Mid-Atlantic Area of Responsibility locations is possible. The contract will utilize firm-fixed pricing and falls under NAICS category 237120 with a size standard of $45,000,000. While specific award values are not explicitly stated, the comprehensive nature of the maintenance requirements and the multi-year potential suggest a significant contract scope.
