About this opportunity
The 1st Special Operations Contracting Squadron seeks to establish a single award Blanket Purchase Agreement (BPA) for Caterpillar heavy equipment maintenance and repair services to support operations at Hurlburt Field, Florida. The Department of the Air Force Special Operations Command requires comprehensive maintenance services including diagnosis, troubleshooting, repairs, and parts replacement for a fleet of 22 heavy equipment assets, primarily Caterpillar models with one John Deere unit, encompassing scrapers, graders, loaders, paving machines, rollers, and fork trucks. Contractors must be registered in the System for Award Management (SAM) and provide services at their own facility within 75 miles of Hurlburt Field, as the contractor cannot perform repairs on the government installation. The government will evaluate proposals based on best value considerations including price, past performance, and other factors using simplified acquisition procedures under NAICS code 811310 with a size standard of $12.5 million. Questions are due by September 29, 2025 at 11:59 PM CDT, with quotation responses due October 14, 2025 at 4:00 PM CDT, and an estimated award date of October 20, 2025.
This solicitation operates under full and open competition with no set-aside designations, making it available to all eligible contractors regardless of size or socioeconomic status. The BPA establishes a maximum contract value of $250,000 with individual call limits of $25,000, structured across three Contract Line Item Numbers covering diagnosis/testing, maintenance and repair services, and repair parts. The contract performance period spans five years from October 21, 2025 through October 20, 2030, providing long-term maintenance support for the government's heavy equipment fleet. Work must be performed at the contractor's facility, with the government responsible for transporting vehicles within a 75-mile radius of Hurlburt Field, Florida. The contractor must employ certified personnel, provide detailed quotes for work exceeding $2,500, and comply with installation security requirements while maintaining physical security of government property during repair operations.
