About this opportunity

The Department of the Army Materiel Command is soliciting catering meal services to support the Freedom Flag 26.1 exercise at Gwangju Air Base, Korea. The contractor must provide to-go style and cafeteria-style lunch and dinner meals for up to 550 personnel from April 7-25, 2026, while the government will supply breakfast and midnight meals through Unitized Group Rations. Key requirements include delivery of lunch meals between 1100-1330L (with dropoff by 1030L) and dinner meals between 1630-1900L (with dropoff by 1600L), with specified portion sizes of 6 oz protein, 8 oz vegetables, and 6 oz starch per meal. The contractor must provide dietary alternatives including up to 5 kosher and 5 halal meals per service, 10 vegetarian meals per service, licensed and qualified cooks with proof of licensure, current insurance coverage meeting local and national requirements, 24/7 bottled water availability (minimum two 500mL bottles per person per feeding period), and hot beverages from 1000-1900L daily. Interested parties must submit company information, capability statements, and relevant qualifications to joshua.l.tyler7.mil@army.mil and chanelys.y.martinez.mil@army.mil no later than 1300 KST on February 2, 2026, with this submission being for market research purposes only.

This opportunity carries no set-aside designation and no incumbent contractor information is provided in the pre-solicitation notice. The contract period spans 18 total days with variable personnel counts: 50 personnel on April 7, 550 personnel from April 8-24, and 50 personnel on April 25. The contractor is responsible for all food, materials, equipment setup and maintenance including heating and cooling units, transportation and fueling, menu publication 72 hours in advance with 48-hour notice capability for adjustments, and maintaining a 24/7 point of contact. Compliance with the Tri-Service Food Code, local Korean food handling regulations, environmental laws, and all force protection and security procedures is mandatory. While no specific award value or budget range is disclosed in this pre-solicitation notice, the scope of services and timeline suggest a moderate contract value given the meal service requirements for a multi-week exercise supporting up to 550 personnel.
