About this opportunity
The Department of the Army National Guard seeks catered meals for the 1-188th Air Defense Artillery at Grand Forks, North Dakota during annual training, with quotes due May 20, 2026. The procurement is a Total Small Business set-aside under NAICS 722320 (Caterers).
Place of performance is the Grand Forks Armed Forces Reserve Center, 1501 S 48th Street, Grand Forks, North Dakota 58201. The requirement spans two separate weeks: May 28–June 1 and June 6–11, 2026, with no service June 2–5. The contractor must provide 1,589 breakfast meals (service window 0630–0730) and 1,751 dinner meals (service window 1730–1830), with headcount ranging from 160 to 183 personnel per meal. Breakfast specifications include chilled juice, assorted dry cereal, pancakes or French toast, eggs, one meat option, potato, toast, condiments, pastries, fresh fruit, coffee, and milk. Lunch and dinner must include one entree (baked fish, roast beef, fried chicken, or themed meals), potato, cooked vegetable, salad, fruit, bread/rolls, condiments, milk, coffee, fruit drink, and dessert. The contractor furnishes all plant, labor, materials, dinnerware, condiments, and trash removal; the Government provides workspace and warming-only oven use (no raw food cooking permitted). Actual meal quantities may fluctuate up to 10 percent from specified amounts; the contractor is paid for meals served but guaranteed no less than 90 percent of the specified quantity.
Pricing shall be per-individual-meal with firm-fixed-price award. Evaluation weighs technical acceptability and price as primary factors, with past performance on a pass/fail basis. A special disqualifier applies: vendors submitting prices substantially below known commercial marketplace pricing are deemed not qualified due to high risk of performance failure. All contractor employees must complete AT Level 1 and OPSEC Level 1 training within 30 calendar days of employment and meet installation access and security requirements, including NCIC-III and TSDB adjudication standards. Offerors must be registered in SAM and submit invoices through WAWF. Contact John M. Norway at john.m.norway2.civ@army.mil or 701-791-2223.
