About this file

This is a Request for Quote (RFQ) from the North Dakota Army National Guard for catered meal services. The North Dakota Army National Guard requires catered breakfast and dinner meals in support of the 1-188th ADA for annual training from May 28 through June 11, 2026, with performance and delivery to 1501 S 48th Street, Grand Forks, North Dakota 58201. The requirement includes 1,589 breakfast meals and 1,751 dinner meals. Pricing shall be submitted on a per-individual-meal basis and multiplied by the respective meal quantities to calculate the grand total. The Government will award a firm-fixed-price purchase order to the responsible offeror whose quote is most advantageous based on evaluation factors of technical acceptability and price, with past performance evaluated on a pass/fail basis. A special standards evaluation factor applies: any catered meal vendor submitting prices well below known commercial marketplace pricing is deemed not qualified due to high risk of failure to perform.

This is a small business set-aside requirement limited to small businesses under NAICS 722320 or similar. Quotes are due no later than 5:00 PM CST on Wednesday, May 20, 2026. Offerors must have current registration in the System for Award Management (SAM) and must submit invoices through the Wide Area Workflow System (WAWF). The quote submission must include company name, UEI number, tax ID, CAGE code, individual meal prices, commercial determination statement indicating whether catered meals are offered to the general public, and the completed pricing template. The point of contact is John M. Norway, USPFO for North Dakota, P&C, at john.m.norway2.civ@army.mil or 701-333-2054.
