About this opportunity
The Department of the Air Force Air Combat Command is soliciting contractors to replace severely damaged carpeting in the hallways of the Regimental Memorial Chapel at Joint Base Langley Eustis. The scope of work includes complete removal and disposal of existing carpet and padding, basic subfloor preparation, and installation of vinyl plank tile with subfloor adhesive to provide a stain and gouge-resistant flooring solution. The project requires careful staging to minimize disruption to ongoing chapel operations, as services will continue throughout the flooring replacement process. A prebid site visit is scheduled for August 7, 2025, at 1000 hours, with interested contractors required to contact nathan.palmer.11@us.af.mil for base access arrangements. The solicitation response deadline is August 8, 2025, with quotes required to remain valid until September 30, 2025.
This procurement does not utilize any set-aside designations and will be awarded under the full and open competition process. The contract is contingent upon the availability of appropriated funds, as noted under FAR 52.232-18, meaning no government payment obligation exists until funds are confirmed and the contractor receives written notice from the Contracting Officer. The work location is specified as Fort Eustis, Newport News, Virginia 23604, within the chapel facility. The project falls under NAICS code 238330 for Flooring Contractors and PSC code S214 for Housekeeping-Carpet Laying/Cleaning services. No specific award values, incumbent contractors, or detailed timeline information beyond the quote validity period is provided in the solicitation materials.
