About this file

This Statement of Objectives (SOO) describes a flooring replacement project for the Regimental Memorial Chapel at Joint Base Langley Eustis, Virginia. The Department of the Air Force, Air Combat Command (ACC) seeks to replace severely damaged hallway carpeting with vinyl plank tile, focusing on creating a welcoming, low-maintenance floor surface that can withstand stains and wear. The project requires careful staging to minimize disruption to chapel operations, with the vendor responsible for complete removal of existing carpet, subfloor preparation, and installation of new flooring.

The solicitation (FA480025QA116) is contingent on fund availability, with quotes valid until September 30, 2025. The key operational constraints include conducting work in stages to ensure continuous chapel services and meeting all mission objectives. The end state objective is to provide a durable, clean flooring solution that enhances the chapel's atmosphere while addressing the current carpeting's extensive damage from stains and wear.
