About this opportunity

The National Park Service Northeast Region seeks replacement of the Province Lands Visitor Center septic system at Cape Cod National Seashore, with proposals due June 26, 2026 (extended from June 22 per Amendment 0001 issued June 19). The procurement is a Total Small Business set-aside.

Place of performance is 171 Race Point Road, Provincetown, Massachusetts. The base requirement includes installation of new gravity and pressure sewerage piping, two pump stations with duplex chopper pumps, precast concrete tanks, leaching field systems, electrical controls with alarm and generator connection capabilities, and site restoration. Work must commence within 10 calendar days of notice to proceed and complete within 365 days. Performance and payment bonds are required at 100 percent of the original contract price.

The estimated project value falls between $1 million and $5 million. Six option line items cover septic system injector pump replacement, enhanced planting, temporary sanitary facilities, force main cleaning, closed-circuit TV pipe inspection, and valve box replacement. An offer guarantee of 20 percent of bid price or $3 million (whichever is less) is required. The contractor must submit a firm fixed price lump sum for the base contract line item per the June 19 specifications addendum.

Contractor must obtain all required permits from the Town of Provincetown, Massachusetts Department of Environmental Protection, and the National Park Service; coordinate with Eversource for electrical service; and perform abandonment of the existing system in compliance with federal, state, and local regulations. Limitations on subcontracting apply at 85 percent for general construction. Davis-Bacon wage compliance and Buy American construction materials requirements apply. NAICS code is 237110, Water and Sewer Line and Related Structures Construction; PSC code is Y1ND, Construction of Sewage and Waste Facilities.

Evaluation employs a best value tradeoff process weighting Technical Approach, Schedule, Project Experience (three similar projects from the past five years), Management Experience, and Past Performance approximately equally, with all non-price factors combined being approximately equally important to price. An organized site visit is scheduled for June 2, 2026 at 10:00 a.m. ET at 99 Marconi Site Road, Wellfleet, Massachusetts. Questions must be submitted at least seven days prior to the proposal due date to Samuel McKenzie at Samuel_McKenzie@ios.doi.gov.
