About this file
This is a Quoter Questions and Responses document that clarifies key requirements and pricing terms for the Campuswide Scrap Metal Recycling Services solicitation (AOCSSB26R0007) issued by the Architect of the Capitol (AOC).
The document addresses critical scope clarifications regarding contractor responsibilities. The AOC does not require contractors to perform on-site labor such as loading containers or cutting/sorting materials; a contractor providing only a dumpster and driver meets full technical requirements. For scrap metal definitions, #2 Copper Wire is defined using industry-standard ISRI specifications as copper wire with less than 94-96% purity that may contain insulation, solder, paint, or corrosion, but must be free of excessive iron and non-metallics. Regarding pricing, the solicitation will be amended to allow day-of-service pricing indexed to AMM/Chicago postings on the weight ticket date, multiplied by the vendor's Competitive Percentage, via the addition of FAR 52.216-4 Economic Price Adjustment clause. Contractors must incorporate all operating costs—including dumpster provision, hauling, and disposal—within their proposed Competitive Percentage; no separate line items for these costs are permitted. The AOC clarifies it does not provide collection and hauling services but may transport its own consolidated scrap using internal resources, which the contractor must still weigh and pay for accordingly. Historical data indicates the first six months of FY25 averaged four contractor pickups and twelve AOC deliveries, primarily of non-ferrous metals stored in dumpsters to prevent theft. The current incumbent contractor is Joseph Smith & Sons, Inc. (contract AOCSSB21A0002).

| SOW Page 2, Task 5 | The task notes that the contractor must furnish labor, tools, and equipment. Just to clarify — are you looking for someone to load the containers, cut material to size, or perform other on-site work? |
Our services are limited to providing the dumpster and driver, so we wouldn’t be able to perform any on-site labor outside of that scope. Clarifications to Section 5.2 of the SOW:
- AOC does not require the contractor to load containers.
- AOC does not require the contractor to cut/sort material as needed to remove and process it.
- A contractor that only provides a dumpster and a driver meets the full technical requirements.
Scrap Metal Pricing Spreadsheet Please define #2 Copper Wire with pics or detailed specs Since the SOW requires the contractor to provide “the current rates and the rate basis (which market is used to come up with rates)” and bases payment on AMM market indices, the appropriate definitions are industry‑standard scrap metal categories, as used in AMM/FASTMarkets and Scrap Specification Circulars.
While the SOW does not define it, the standard industry definition for #2 Copper Wire:
- Copper wire with less than 94–96% purity, often containing insulation, solder, paint, tarnish, or corrosion.
- Typically includes burnt copper wire, lightly tin plated wire, or copper wire with moderate contamination.
- Must be free of excessive iron, trash, and non metallics, but does not need to meet bare bright or #1 copper standards.
- This definition aligns with ISRI (Institute of Scrap Recycling Industries) specifications and market standards used by AMM.
| Scrap Metal Pricing Sheet | The SOW and pricing sheet reference firm pricing. However, commodity markets are highly fluid, and our pricing is typically tied to the market on the day of service. Would it be possible to structure the bid so pricing is indexed to the applicable commodity market on the date of pickup? | Yes—via amendment. The AOC will allow day of service pricing by referencing the AMM/Chicago posting on the weight ticket date, multiplied by the vendor’s Competitive Percentage. The solicitation will add an Economic Price Adjustment (EPA) clause FAR 52.216-4, Economic Price Adjustment-Labor and Material, and update the pricing sheet accordingly. No separate hauling/container charges will be allowed; vendors must reflect those costs in their percentages. | |
| Pricing Sheet | There is no section/CLIN to price in the contractor’s cost to provide a dumpster and operating costs to haul to the disposal site. How does the agency want that cost included? | ||
| Should we reduce the revenue (%)? | They must account for these costs within their Competitive Percentage—i.e., by adjusting the percentage downward if needed to cover operating expenses. |
Section 14.0 Payment confirms that the contractor pays AOC using:
AMM price × contractor’s competitive percentage = amount due to AOC.
There is no mechanism for adding or itemizing costs.
SOW- transition Who is the current contractor? Kindly share the contract number? Joseph Smith & Sons, Inc.

Pricing Sheet Can we only provide the contractor pickup price? Will the submission will be considered incomplete? The SOW states that AOC does not provide the collection and hauling services. The vendor cannot submit only a contractor pickup/hauling price. They must incorporate all operating costs—including hauling—into their proposed Competitive Percentage.
Failing to provide that percentage would make the proposal incomplete and non responsive. There are two statements in the SOW needing further clarification.
1. AOC does not provide collection and hauling services (SOW, Section 5.2). This reinforces that AOC:
- Does not provide labor or equipment to remove scrap from containers.
- Does not assist with loading, moving, or hauling after placement.
2. AOC is differentiating the difference between “collection/hauling services” and “AOC transport of its own material (SOW, Section 5.3). This means that:
- Sometimes AOC has scrap already consolidated at a warehouse or job site.
- In those cases, AOC may choose to transport the scrap using its own staff or vehicles.
- When AOC chooses to deliver its own material, the contractor must still weigh, document, and pay for it the same way.
This is not a “collection service” performed for the contractor.
It is simply AOC delivering its own property, which it is permitted to do.
Pricing Sheet Can AOC provide the monthly estimated tonnage for each material type and location? AOC can provide the following past information. The first 6 months of FY25 (Oct.2024 – March 2025), there was an average of 4 p/u’s by the scrap hauler and 12 deliveries by AOC, usually smaller amounts in smaller AOC trucks of non-ferrous metals. Most of the metals in the dumpsters are non-ferrous, so as to prevent theft.
