About this file
This is a Statement of Work (SOW) for the Architect of the Capitol's (AOC) Campuswide Scrap Metal Recycling Services contract, effective February 2026.
The AOC seeks a contractor currently operating in scrap metal collection, recycling, and processing with at least one facility within 25 miles of the U.S. Capitol. The contractor must furnish all labor, materials, tools, equipment, supervision, and necessary licenses and permits to remove and recycle scrap metal from AOC locations in Washington, DC; Fort George G. Meade, Maryland; Landover, Maryland; and Prince William County, Virginia. Expected annual tonnage ranges from 350 to 1,000 gross tons based on historical data, with fluctuations dependent on AOC project workload and congressional funding. Four 30-cubic-yard containers are permanently stationed on campus for ferrous materials (steel and iron) and non-ferrous materials (copper, brass, aluminum, stainless steel, lead, nickel, zinc). The contractor must provide containers appropriately sized for site-specific needs, respond to service requests within 24 hours to seven business days, maintain containers in good working condition with functional safety features, weigh loads on properly calibrated scales within 24 hours of collection, and complete all sorting and cutting of scrap metal. The contractor's processing facility must be located within a 25-mile radius of the U.S. Capitol and capable of receiving scrap metal during normal business hours. Monthly payments to the AOC shall be calculated using the American Metals Market (AMM) publication's Chicago price on the first reporting day of each month, multiplied by the contractor's competitive percentage, with separate accounts for Senate (Account 002, X4566) and non-Senate (Account 001, X4297) jurisdictions. The contract structure is Firm-Fixed-Price (FFP) with a 12-month base period (including one month for transition-in), four 12-month option periods (with one month dedicated to transition-out in the final period), and an optional six-month extension. Services are performed between 6:30 A.M. and 2:30 P.M., Monday through Friday, excluding weekends and federal holidays. The contractor must submit a kick-off meeting within seven days of award, a transition-in plan within 14 days (with all activities completed within 30 days of kickoff), monthly status reports by the 15th of each month detailing all scrap metal loads with account numbers, PO numbers, container information, location, net weight in pounds, pricing, and weight tickets, and a transition-out plan three months prior to contract completion. Key personnel include one full-time Program Manager who oversees planning, organizing, directing, controlling, and reporting. All contractor employees require E-Verify verification and a United States Capitol Police background check (Form CP-491) prior to work commencement, contractor badging requests, and identification badges while on-site. The contractor must comply with all AOC safety policies, environmental regulations (federal, state, and local), and obtain all required permits and licenses related to scrap metal management, collection, storage, recycling, and disposal, with compliance documentation required as part of the proposal.

Campuswide Scrap Metal Recycling Contract
2.0 BACKGROUND
Established as a permanent office in 1876, the Architect is provided permanent authority for the care and maintenance of the United States Capitol based on Section 1811 of Title 2 of the United States Code. The Architect is responsible for the maintenance, operation, development and preservation of 17.4 million square feet of buildings and more than 570 acres of land throughout Capitol Hill. This includes the U.S. Capitol, House and Senate office buildings, the U.S. Capitol Visitor Center, the Library of Congress, the Supreme Court of the United States, the U.S. Botanic Garden, the Capitol Power Plant, and other facilities. The Architect also provides professional expertise regarding the preservation of architectural and artistic elements entrusted to his care and provides recommendations concerning design, construction and maintenance of the facilities and grounds.
In response to the Office of Inspector General’s 2014 report (MA(I)-14-03), Recycling of Scrap Metal, the AOC designated a single office as the agency-wide Recycling Manager and updated its policy to include procedures that maximize recycling value and ensure the security of scrap metals. To support this, the AOC established a centralized contract to ensure that recycling payments and fees are based on authorized pickups and deliveries, accurate weights, and proper classification of scrap metal types.
For the past ten years, the AOC has executed its scrap metal contract. The expectation is that the work will continue seamlessly as the Architect looks to continue to contract for scrap metal recycling services.
3.0 SCOPE OF WORK
The purpose of this contract is to collect and recycle scrap metal from Architect of the Capitol (AOC) locations in Washington, DC; Fort George G. Meade, Maryland; Landover, Maryland; and Prince William County, Virginia. The Contractor shall furnish all labor, materials, tools, equipment, supervision, and applicable licenses and permits necessary to perform the scrap metal removal and recycling services at AOC locations. The AOC’s scrap metal inventory includes both commingled and separated ferrous and non-ferrous metals, primarily from renovation projects. During a typical year, the AOC collects and expects to recycle anywhere from 350 -1,000 Gross Tons annually, based on historical data. Tonnage may fluctuate depending on the AOC’s project workload and congressional funding. The Contractor shall reimburse the AOC the prevailing market value of the recyclables it collects from the agency.
Scrap metal is ferrous materials (steel and iron) with non-ferrous materials (copper/copper wire, brass, aluminum, light copper, stainless steel, lead, nickel, zinc) in smaller amounts.
Currently there are four 30 cubic yard containers permanently placed on campus.
The AOC requires a contractor that is currently in the business of collecting, recycling and processing scrap metal with at least one facility within 25 miles of the U.S. Capitol and with the capacity to furnish labor, materials and equipment for the collection and recycling of scrap metal from the Capitol campus.
Contractors shall have the technical capabilities, as outlined in 5.0 Tasks.
