About this opportunity
The Bureau of Land Management Utah Region is seeking contractors to replace the Calf Creek Bridge located in the Calf Creek Recreation Area between Boulder and Escalante, Utah. The project involves demolishing the existing bridge and culvert, excavating the channel, constructing new concrete abutments, and installing a new 125-foot span prefabricated steel bridge with an 18-foot width including a 14-foot travel lane and 4-foot pedestrian walkway. Additional work includes roadway reconstruction, curb and gutter installation, sidewalk construction, erosion control measures, and installation of pedestrian crash-rated guardrails. The contract will be awarded using the Lowest Price Technically Acceptable (LPTA) evaluation methodology, with a mandatory site visit held on September 3, 2025. Questions were due by September 10, 2025, and proposals must be submitted by September 26, 2025, at 2:00 PM Mountain Time.
This opportunity is set aside for HUBZone small businesses under NAICS code 237310 for Highway, Street, and Bridge Construction, with an estimated contract value between $1 million and $5 million. The contractor must self-perform at least 15% of the total work and provide both performance and payment bonds along with a 20% bid guarantee. The performance period spans from November 1, 2025, to January 7, 2027, with the actual construction work limited to 120 calendar days following the notice to proceed, which is scheduled to begin September 9, 2026. The project is subject to environmental constraints including migratory bird and fish spawning restrictions, and construction activities cannot cross the adjacent Wilderness Study Area boundary. The work location presents logistical challenges with limited access and a constrained staging area in the upper parking area of the recreation site.
