About this opportunity
The United States Postal Service is soliciting proposals for manual cafeteria services at the Los Angeles Processing & Distribution Center located at 7001 S. Central Avenue, Los Angeles, CA. The procurement seeks a contractor to provide comprehensive food and beverage services including on-site food preparation, diverse menu options, qualified personnel, and high sanitation standards for approximately 1,923 postal employees. Technical proposals will be evaluated based on sanitation practices, personnel management, menu prices, portion sizes, and accounting controls, with technical factors weighted more heavily than price in the evaluation process. The solicitation has been amended twice to provide clarifications to vendor questions, and responses are now due by Friday, August 29, 2025, following an extension from the original August 25, 2025 deadline. A mandatory site visit is required for potential vendors to view the cafeteria and kitchen facilities, and the question-and-answer period closes on Monday, August 25, 2025, at 5:00 PM ET.
This procurement does not utilize any set-aside designations and is open to full and open competition. The current cafeteria contractor is identified as OurHome Catering Inc., indicating this is a recompete opportunity. The contract structure includes a three-year base period of performance from September 26, 2025, to September 25, 2028, with two additional one-year option periods at the discretion of the USPS. The cafeteria must operate Monday through Saturday with extended hours from 7:00 AM to 1:30 AM on weekdays and 7:00 AM to 3:30 PM on Saturdays to support all three shifts of postal operations. The contractor will be required to pay the USPS a monthly fee equivalent to 1.5% of net sales as payment in lieu of rental, and must comply with Service Contract Act wage requirements with minimum wages starting at $17.75 per hour under Executive Order 14026.
