About this opportunity

The U.S. Army Corps of Engineers, Portland District is seeking qualified contractors to provide CAD Vectorization services for the Hydroelectric Design Center through a multiple award Blanket Purchase Agreement under solicitation W9127N26QA004. The work involves converting scanned drawing files (in PDF, TIFF, PNG, or JPG formats) into vectorized CAD drawings using MicroStation CONNECT (.dgn) or AutoCAD (.dwg) formats across civil, structural, mechanical, and electrical drawing disciplines. This is high-production CAD work focused on accurate vectorization rather than design services, with all work to be performed in the United States on a typical 10-business-day turnaround basis. The government will evaluate proposals on two factors: technical acceptability (pass/fail) based on demonstrated experience and capability to accurately vectorize drawings, and price reasonableness. The deadline for quote submission is December 3, 2025 at 12:00 PM PST, and all prospective offerors must be registered in the System for Award Management (SAM) to be eligible for award.

This solicitation is designated as a Total Small Business Set-Aside under NAICS Code 541340 (Drafting Services) with a small business size standard of $9,000,000. The government intends to award up to five multiple Blanket Purchase Agreements, each with a master dollar limit of $200,000 and a per-call limit of $25,000 for a five-year period of performance beginning from the award date. Individual calls below $2,500 will be paid by government purchase card, while larger calls will be competed among BPA holders. Contractors must self-perform at least 50% of the work and provide all necessary personnel, equipment, tools, software, and supervision to complete vectorization services, which may range from single drawings to batches of up to 17 drawings per call order. The place of performance is Portland, Oregon, with the work supporting the U.S. Army Corps of Engineers' hydroelectric facilities.
