About this file

This document appears to be a Questions and Answers (Q&A) document for a federal contract opportunity involving CAD drawing vectorization services. The contract requires converting scanned images (PDF, TIFF, PNG, JPG) into CAD drawings using specified software like AutoCAD or MicroStation CONNECT. Key requirements include: all work must be completed in the United States, with a typical turnaround time of 10 business days per order. The contract is a 5-year agreement that is open to all offerors meeting solicitation requirements, not limited to a GSA Schedule. Software versions will be accommodated in future years, and each facility's drawing size will vary. The contract involves manually converting scanned images into vector drawings, explicitly prohibiting automated electronic conversion methods. Specific details for each order will be communicated through a Call Order Form (Attachment A2), with no preset estimated amount or frequency of updates.

Are there any security requirements or expectations for work or workers?

o Company must comply with FAR Clause 52.222-54 that is included in FAR Clause

52.212-5 Does the work need to be performed stateside?

o Yes Noting that this is a 5-year agreement, through our licenses, we may not continue to have access to the specific software, such as AutoCAD 2023, in the future. Will new software versions be accommodated in future years?

o Yes, see Section 4 in the PWS.

Is there any possibility for an extension on the RFQ deadline?

o No Will the drawings needing CAD vectorization be created from scratch or are there existing drawings. If there are no existing CAD drawings (MicroStation CONNECT or AutoCAD), then what are the drawings?

o The drawings requiring CAD vectorization must be created from scratch. The base files will be scanned format images (PDF, TIFF, PNG, or JPG) and then converted into CAD drawings. See Section 9 in the PWS.

Is there a more defined SOW?

o No

Is there an estimate on the amount and frequency of the updates that will be needed o The amount varies from job to job so all orders can be quite diƯerent. No estimated amount or frequency at this time.

What will the time frame be from request for update to due date?

o Typical turnaround time for drawings shall be 10 business days and longer, depending on order size. See Section 8.4 in the PWS.

Should we interpret that all update requests will have precise details listed clearly to allow for the correct updates to be made with minimal questions?

o See Attachment A2 – Sample Call Order Form for the information that will be conveyed with each Call Order.

Could payment be made by either check, ach or wire transfer?

o See solicitation for details.

Does all work need to be completed in the United States of America, can oƯshore resources be used?

o Work needs to be completed in the USA Do we have to have NAICS Code 541 on our GSA Schedule in order to compete for this business?

o This is not a GSA contract; it is open to all oƯerors that meet the requirements of the solicitation.

How many square feet would the drawings be overall for facilities?

o Each facility varies in size and should not impact the work being done when vectorizing drawings.

Are there any plans to use any facility management software, ie, Archibus, TRIRIGA, to ingest the CAD files? If so what solution?

o Cannot simply run files through an electronic converter program that creates a CAD file. The scanned images must be converted into a vector drawing by using the CAD software specified in the Call Order.
