About this opportunity
The Naval Supply Systems Command Fleet Logistics Center Norfolk seeks contractor support for the installation of two Common Access Card (CAC) readers and magnetic locks in Mitscher Hall at the United States Naval Academy (USNA) in Annapolis, Maryland. This procurement falls under NAICS code 561621 (Security Systems Services) and is being issued as RFQ N0018926QL100 for a Firm Fixed Price contract. The contractor must provide complete pricing for materials and labor on an FOB destination basis, demonstrate capability to meet all technical requirements, and be registered in the System for Award Management (SAM). All quoters must include business size designation, payment terms, and points of contact, with quotes remaining valid for 30 days following submission. The deadline for quote submission is 12:00 PM EST on May 4, 2026, directed to Claudette Jones at claudette.j.jones.civ@us.navy.ml, and the contract incorporates standard FAR and DFARS clauses effective through FAC 2025-06, including provisions for electronic funds transfer, small business rerepresentation, and antiterrorism awareness training requirements.
This is a sole source procurement under FAR 6.103-1 authority with Convergint Federal (CAGE Code 4A8Z7) identified as the intended contractor, though all responsible sources may submit quotes for consideration. No small business set-aside applies to this contract. The work is valued as a single contract line item (CLIN 0001) and must be completed between June 16, 2026, and July 31, 2026. The scope includes installation of magnetic locks on four sets of double doors and two CAC readers controlling access to Corridor 130 and the Atrium. The sole source designation is justified by existing system compatibility requirements, as the current access control infrastructure in Bancroft Hall, including control panels, middleware, and the LeneIS2 security management system, has been specifically configured to operate with Convergint Federal's proprietary hardware and software. Performance location is Annapolis, Maryland 21402, and contractors must comply with prevailing wage determinations for Maryland counties as specified in Wage Determination 2015-4265.
