The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 15 (VISN 15) intends to solicit architectural and engineering services to update facility infrastructure drawings across eight VA medical centers, with responses due by June 12, 2026, at 2:00 PM Central Time. This procurement is 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms and conducted under the Brooks Act (FAR Subpart 36) using the SF 330 selection process.

Work encompasses eight VISN 15 facilities in Kansas, Missouri, and Illinois: Wichita, Leavenworth, Topeka, Kansas City, Columbia, St. Louis Healthcare System (Jefferson Barracks and John Cochran), Marion, and Poplar Bluff VA Medical Centers. The project spans two phases over 405 calendar days: Phase 1 covers fire protection engineering and life safety drawing services; Phase 2 involves developing a comprehensive Building Information Modeling (BIM) system and updating architectural, mechanical, electrical, plumbing, and medical gas (AMEP) systems using Revit 2025. Deliverables include facility assessments, life safety drawings in AutoCAD or Revit format, BIM models, extracted 2D drawings, and facility staff training. Field verification of existing conditions, BIM scans of utilities, structural verification, and dimensional accuracy using laser measuring are required.

Mandatory qualifications include a licensed Fire Protection Engineer with ABET-accredited degree and five years of experience in NFPA codes, healthcare facility design, and life safety drawing development. Discipline-specific licensed engineers (Architect, Mechanical, Electrical, Civil, Project Manager) with recent healthcare project experience and demonstrated expertise in Revit/AutoCAD BIM modeling are required. Firms must be SAM.gov-registered and SDVOSB-verified. Geographic preference applies to firms within 450 miles of the VISN 15 Network Office in Kansas City; firms outside this radius remain eligible. Award is anticipated by August 2026 on a Firm Fixed Price basis, contingent on fund availability.
