Below are questions received on the pre-solicitation notice and there answers.

1. These are 2 projects with 2 timelines correct?

No the project contains 2 phases, phase1-Life Safety Drawings. Phase 2-Architectural, Mechanical, Electrical, Plumbing Drawings a total of 405 calendar days for both phases. The Statement of Work identifies the timeline.

1. Is the team responsible for just the buildings or all utilities on campus?

Includes BIM scans of utilities.

1. Do the facilities have complete documents to work from?

The facilities do have existing drawings to assist the design firm in developing updated drawings. However, these are strictly supplementary in nature and will be provided for reference purposes only. As-built, record drawings, and historical prints have been found to not always be accurate, so the responsibility of field verifying existing conditions remains the responsibility of the design firm.

1. Dimensional accuracy, how precise do measurement need to be, do we need to do laser measuring? Laser Measuring

1. What level of drafting in model is expected? Walls, Doors/Windows, Rooms or do they need fixtures, finishes and furniture shown?

1. The solicitation asks for detailed proposal outlining the approach, timeline, and cost. Will the government please confirm that as this is a request for qualification using the SF330, no cost or pricing data should be provided?

This is a request for 330’s. No price proposal is to be submitted.

1. Page 6, paragraph 5. Location of Design Firm. Request this mileage range be raised to 1000 miles. After careful review of the statement of work and anticipated performance requirements, we do not believe that the specified mileage limitation bears a material relationship to the actual work being conducted under this solicitation.

The existing restriction may unintentionally limit competition and constrain access to highly qualified resources without providing a commensurate benefit to performance. In contrast, extending or revising the mileage threshold to 1,000 miles would continue to support the Government’s objectives while allowing offerors greater flexibility to staff the requirement efficiently and effectively.

Location mileage will not be raised. Just because a contractor is outside the 450 mile radius does not limit them from submitting . Firms within 450 miles of the VISN 15 Network Office, 1010 Walnut Street, Kansas City, Missouri will receive a maximum rating. Firms more distant than 450 miles will receive a lower rating for this factor.

1. Page 12, "Submission Requirements" Can you confirm that a price proposal is due with this submission?

This is a request for SF330’s. The 330’s must cover the Factors designated in the pre-solicitation notice. The statement of work identifies what the selected Architect will be required to do.
