PRESOLICITATION NOTICE
Request for Architect Services (A/E) 330 submission Solicitation: 36C25526R0111 Update Facility Infrastructure Drawings Project No. V15-26-101
CONTRACT INFORMATION
This A-E Services requirement is being procured in accordance with the Brooks Act (Public Law (PL0582) and implemented in accordance with the Federal Acquisition Regulation (FAR) Subpart 36. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work.
This procurement is restricted to Service-Disabled Veteran Owned Small Business (SDVOSB) firms. This requirement is being procured in accordance with the VAAR 836.606-71 as implemented in FAR Subpart 36.6.
This is not a Request for Proposal, and an award will not be made with this announcement. This announcement is a request for SF 330’s from qualified Architectural and Engineer (A&E) contractors that meet the professional requirements.
The selection criteria for this acquisition will be in accordance with FAR 36.602-1, evaluation factors are listed below. The completed SF 330 will be evaluated by the VISN 15 HQ Evaluation Board in accordance with FAR 36.202 (b) and the selection report shall serve as the 3 firms to be interviewed. After interview a report designating the top three in order of preference selection list, which will be provided directly to the Contracting Officer. Negotiations will be conducted beginning with the most highly qualified firm. The Government will not pay nor reimburse any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement.
The contract is anticipated to be awarded no later than August 2026.
Award of any resultant contract is contingent upon the availability of funds.

The NAICS Code for this procurement is 541310 A/E Services and the small business size standard of $12.5 Million. Award of a Firm Fixed Price contract is anticipated. Anticipated time for completion of project is estimated at 405 calendar days including time for VA reviews.

Federal Acquisition Registrations require that federal contractors register in the System for Award Management (SAM) database at https://sam.gov/ and enter all mandatory information into the system. THE EXCLUDED PARTIES LIST SYSTEM (EPLS):
To ensure that the individuals providing services under the contract have not engaged in fraud or abuse regarding Sections 1128 and1128A of the Social Security Act regarding federal health care programs, the contractor is required to check the Excluded Parties List System (EPLS) located at https://sam.gov/ for each person providing services under this contract. Further the contractor is required to certify that all persons listed in the qualifications package have been compared against the EPLS list and are NOT listed. During the performance of this contract the Contractor is prohibited from using any individual or business listed on the List of Excluded Individuals/Entities.
E-VERIFY SYSTEM:
Companies awarded a contract with the federal government shall be required to enroll in E-Verify within 30 days of the contract award date. They shall also need to begin using the E-Verify system to confirm that all of their new hires and their employees directly working on federal contracts are authorized to legally work in the United States. E-Verify is an Internet-based system that allows an employer, using information reported on an employee's Form I-9, to determine the eligibility of that employee to work in the United States. There is no charge for employers to use E-Verify. (FAR 52.222-54)
Qualified A-E firms are required to respond if interested by submitting one (1) original completed Standard Form 330 qualification package Parts I and II to include all consultants (form available on-line at: : http://www.gsa.gov/portal/forms/download/116486). Must include in Part I Section H an organizational chart of the firm (excludes consultants) and a project quality management plan. Submission information incorporated by reference is not allowed. All submissions must be in pdf and emailed.

PROJECT INFORMATION
The Contractor shall provide all professional architectural, fire protection engineering, life safety, and code consulting services required to update VISN 15 facilities [Wichita VA Medical Center, KS, Eastern Kansas Healthcare System (Leavenworth and Topeka), Kansas City VA Medical Center, MO, Columbia VA Medical Center, MO, Saint Louis Healthcare System (Jefferson Barracks and John Cochran in St. Louis, MO), Marion VA Medical Center, IL, and Poplar Bluff VA Medical Center, MO] existing life safety drawings and/or develop new life safety drawings based on existing architectural drawings, otherwise known as “Statement of Conditions Drawings” (SOC Drawings). Based on Contractor field observations of existing conditions, existing drawing review, and discussions with the VA station, the Contractor shall furnish a complete set of life safety drawings and a report to Facilities and Engineering Service (FES) describing findings and recommendations. Drawings must comply with Joint Commission and VA requirements (VA BIM Standard BIM Manual V2.2 Revision November 1, 2023, and VA PG18-13 VA Drawing Deliverable Requirements).
EVALUATION FACTORS:
Selection criteria are in accordance with Federal Acquisition Regulation (FAR) Part 36.602-5.
Prospective firms are required to address all selection criteria within submitted SF330 packages using additional pages as necessary. SF 330 submissions including any additional pages are not to exceed fifty (50) pages. Each page cannot exceed 81/2 x 11 in size.

Qualifications (SF330) submitted by each firm for Project Update Facility Infrastructure Drawings Project No. V15-26-101” will be reviewed and evaluated based on the following evaluation criteria listed below all factors are equally important:
1. Professional Qualifications: the qualifications of the individuals which will be used for these services will be examined for experience and education and their record of working together as a team. The Architect/Engineering firm capable of assessing and updating or creating life safety assessments (including fire protection); and all architectural, mechanical, electrical, and plumbing drawings (existing drawing reviews if available) and field verification of all utilities. Prime contractor shall have, at least, the following licensed/registered specialty disciplines are mandatory for this project to be members of the firm, or team, with demonstrable expertise in their respective fields: Architect, Engineering disciplines with Health Care experience, Mechanical Engineer (to include steam and boiler plant system reviews/drawings), Electrical Engineer, Civil Engineer (plumbing), Fire Protection Engineer, Life Safety Engineer, and Project Manager. Firm shall have recent experience within last 5 years on projects of similar size and complexity.
2. Specialized Experience and Technical Competence: Specific experience and technical skill in the type and scope of work for assessment and utility infrastructure reviews to include developing and updating drawings using Revit at existing medical facilities, including fire protection/engineering and life safety experience in healthcare facility requirements, NFPA and The Joint Commission codes and requirements, and Veteran Health Administration guidelines and directives. Experience and qualification of personnel proposed for assignment and their record of working together as a team. The effectiveness of proposed project team (including management structure, coordination of disciplines, subcontractors, and prior working relationships) will be examined. The qualifications for Life Safety / Fire Protection Engineers, mechanical (steam and boiler plant experience), architectural, electrical, and civil engineers (water) and Project Manager, shall include a summary of at least five similar projects that demonstrate technical capabilities.
3. Capacity to Accomplish the Work: The prime contractor will be evaluated to determine if it has the general workload and staffing capacity within its design office which will be responsible for the design to accomplish the work in the required time. In accordance with VAAR 852.219-75: In the case of a contract for services (except construction), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219-73. Any work that a similarly situated VIP-listed subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded.” Prime contractor must include its certification of compliance with the limitations on subcontracting specified in 852.219-75 with its 330 submissions.
4. Past Performance: The past performance of projects that are complete (updating/developing facility life safety, architectural, mechanical, electrical, and plumbing drawings) that the firm has designed relevant in scope to the advertised project that were accomplished with the Department of Veterans Affairs, other Government agencies, and private industry in terms of cost control, quality of work, and compliance with performance schedules will be examined. Project past performances that are older than 5 years will receive a lesser rating than those references for projects accomplished within the past 5 years. Updating facility drawing projects that are not complete will not be considered.
5. Location of Design Firm: the geographic proximity of each firm to the location of the VA Medical Center will be evaluated. The mileage restriction is in compliance with FAR 36.602-1. This factor will apply to the office from which the prime contractor’s business office is established. Firms within 450 miles of the VISN 15 Network Office, 1010 Walnut Street, Kansas City, Missouri will receive a maximum rating. Firms more distant than 450 miles will receive a lower rating for this factor. Firms may use Google Maps, MapQuest, Yahoo Maps, or Rand McNally to determine and report the distance of the office where the Prime Contractor is established. Prime contractors shall not use a subcontractor office, consultant office, or any office other than Prime Contractor’s physical location established prior to publication of this notice to determine distance to the VISN 15 Network Office, 1010 Walnut Street, Kansas City, Missouri 64106.
6. Claims and Terminations: record of significant claims against the firm or terminated contracts because of improper or incomplete architectural and engineering services will be examined.
7. Reputation in A-E Community: reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness.
8. Knowledge of locality: include knowledge of geological features, climatic conditions, or local construction methods that are unusual or unique to VISN 15, Midwest Region.
Update Facility Infrastructure Drawings Project No. V15-26-101 Work Statement (PARTS I AND II)
PART I
FIRE PROTECTION ENGINEERING AND LIFE SAFETY DRAWING SERVICES
I. SCOPE:
The Contractor shall provide all professional architectural, fire protection engineering, life safety, and code consulting services required to update VISN 15 facilities [Wichita VA Medical Center, KS, Eastern Kansas Healthcare System (Leavenworth and Topeka), Kansas City VA Medical Center, MO, Columbia VA Medical Center, MO, Saint Louis Healthcare System (Jefferson Barracks and John Cochran in St. Louis, MO), Marion VA Medical Center, IL, and Poplar Bluff VA Medical Center, MO] existing life safety drawings and/or develop new life safety drawings based on existing architectural drawings, otherwise known as “Statement of Conditions Drawings” (SOC Drawings). II. DESCRIPTION OF TASKS:
Contractor tasks include, but are not limited to, the following:
1. Meet with the station in-person to review and document the status of any known unresolved fire protection or life safety deficiencies.
1. Review any recently renovated areas where new architectural backgrounds may be needed for the survey work.

Conduct in-person fire protection and life safety assessments of the facility as needed to develop complete life safety drawings and to address questions, comments, and other related needs identified by the station. In addition to initial site visits prior to draft deliverable submission, it is anticipated that at least one additional site visit will be required between submission of the draft and final deliverables. The Contractor is responsible for all site visits necessary to produce drawings that meet the needs of the VA. The assessments must be based on the edition of NFPA 101 enforced at the time of contract award and will include above- and below-ceiling surveys as necessary to confirm barrier/separation routing and other relevant life safety features in all portions of the building[s] noted in the order. The assessment will include, but not be limited to:

1. During the survey, verify the accuracy of the background drawings and work with the facility to update the backgrounds where existing building areas are renovated. The Contractor shall make any needed architectural background updates to the life safety drawings, in compliance with VA CAD standards. 1. Develop a report that details findings and resolutions resulting from the survey for review and comment. Any significant deficiencies will be reported to the facility when found. Code references and specific location references must be provided for all findings.
1. Develop Life Safety Plans in [AutoCAD] [Revit 2025] format based on existing AutoCAD or Revit drawings, indicating the fire protection and life safety features of the buildings. Drawings must indicate the routing and requirements for all fire and smoke barriers, corridor walls, hazardous areas, chutes, suites, exits, etc. The drawings must also include the following:
6. Notation regarding if the building is sprinkler protected throughout, including identification of those areas of the building that do or do not have sprinkler protection
6. Symbols legend showing features of fire safety
6. Identification, separation (if required), and NFPA 101 classification of all vertical openings
6. Fire barriers
· If vertical enclosures are identified with fire barriers, they must also be labeled as to their function (i.e., linen chute/HVAC shaft/elevator, etc.)
6. Smoke barriers, smoke partitions, smoke resistive construction, corridor separation
6. Hazardous Areas, as defined by NFPA 101
6. Exits
6. Suites in health care occupancies, including the type (sleeping, patient care non-sleeping, non-patient care) and suite size (maximum suite size is per current edition of NFPA 101).
6. Equivalencies Previously Approved by Joint Commission or other accrediting body, located on drawings where the covered deficiencies are identified.
· Summary of deficiencies covered by approved equivalency
· Summary of compensating measures for such deficiencies
6. An exit stair summary table, detailing floors served and level of exit discharge
6. A diagram or table that details all smoke/fire zones in the building(s), their use and occupancy, the area of the zone, the extent of sprinkler protection and smoke detection in the zone, and the type/classification of building construction
6. A fire barrier and door requirements summary table that includes requirements for the barriers and openings in the barriers, by type of barrier as shown in the Life Safety Symbols. This table shall include applicable code references and shall be provided on its own drawing sheet.
1. Develop a report that details and describes the building’s fire and life safety features, provides the findings and resolutions, and provides a detailed discussion on any significant fire and life safety issues identified.

1. The COR and/or CO may require the Contractor to meet virtually with the CO, contract administrator, and other government personnel as deemed necessary. The Contractor may request a virtual meeting with the COR and/or CO when deemed necessary.
1. The Contractor shall provide, via email, minutes of all government-Contractor meetings. The Contractor shall provide these draft minutes within two business days after completion of the meeting. The government representative will review draft minutes; make edits as appropriate and return to the Contractor. Contractor shall have one business day after receipt to finalize minutes and return to the government.
1. The Contractor shall ensure contract employees maintain open and professional communication with the staff at the VA facilities. Complaints validated by the COR or VA staff will be reported in writing to the CO for action. If the Contractor fails to correct validated complaints raised by the COR and CO to the satisfaction of the COR, it will be considered a failure in performance.
III. SUBMISSION TIMELINE AND ACCEPTANCE OF DELIVERABLES
A draft submission of all deliverables, including drawings, reports, etc. must be submitted to the COR within [150] days of task award. The Contractor must provide final deliverable submission within [30] days of receipt of VA comments on the draft deliverables.
The VA will review all deliverables identified under this contract for functional and aesthetic relationship. VA review of the Contractor’s work shall not be construed by either party to relieve the Contractor from any requirements of this scope of work, such as the requirement for deliverables to comply with applicable codes, standards, and VA requirements.
Reports / documents will be accepted by the VA when all discrepancies, errors or other deficiencies identified in writing by the COR, designee or government representative have been corrected. Electronic copies shall be delivered via email to the VA submitter. If specific VA guidance does not exist, the Contractor shall use best commercial practice for formatting reports and documents. If the government representative finds that the report/document contains spelling errors, grammatical errors, improper format, or otherwise does not conform to the requirements stated in this PWS, the document may be immediately rejected without further review and returned to the Contractor for correction and resubmission.
IV. QUALIFICATIONS - FIRE PROTECTION ENGINEER
The Fire Protection Engineers(s) (FPE) must have the following qualifications:
1. A licensed professional engineer in the United States who has an ABET-accredited bachelor’s degree in fire protection engineering or has a master’s degree or other advanced degree in fire protection engineering (“fire safety” or similar degrees are not acceptable), AND
Has passed the principles and practices examination in fire protection engineering, AND
Maintains a current license (P.E.) in fire protection engineering.
2. Five years of experience in application and interpretation of National Fire Protection Association (NFPA) Codes and Standards and the model building codes.
3. Five years of experience in the design/review of automatic sprinkler and fire alarm systems, including all the following:
a. Automatic sprinkler and fire alarm system shop drawings.
b. Automatic sprinkler system hydraulic calculations.
c. Fire alarm system voltage drop and battery calculations.
4. Five years of experience in the application and interpretation of NFPA codes and standards, including, but not limited to, NFPA 1, 3, 4, 10, 13, 14, 17A, 20, 24, 25, 30, 45, 72, 75, 80, 82, 90A, 96, 99, 101, 110, 220, 241 and 2001.
5. Five years of experience in the design of health care facilities on projects of similar relevance and complexity.
6. Five years of experience in acceptance testing fire protection systems.
7. Five years of experience developing life safety drawings (statement of conditions drawings) for complex health care occupancies (occupancies containing NFPA 101 suites, high-rise buildings, horizontal exits, separated and mixed occupancies, etc.) to be used for accreditation compliance purposes.
Substitution of Personnel All FPEs working on this contract must have their resumes reviewed and approved by the COR and the Contracting Officer. New personnel shall not commence work until all necessary security requirements have been fulfilled, and resumes provided and accepted. The COR or designee will evaluate such requests and promptly notify the Contractor of approval or disapproval in writing.
VI. GOVERNMENT AND CONTRACTOR RESPONSIBILITIES
The VA COR or government designee will provide the Contractor with copies of documents that the VA is legally required to provide. The Contractor shall request other VA documentation deemed pertinent to the work directly from the COR, government designee or facility representative. The Contractor is expected to use common knowledge and resourcefulness in securing all other reference materials, standard industry publications, and related materials that are pertinent to the work without violating any applicable copyright laws. The most current versions of such documents will be used for all referenced documents. If a version cited in this PWS is updated during the period of performance of this contract, then the most recent / updated version will be applied.
The Contractor shall maintain communications with the VA COR, government designee or facility representative as needed to complete the scope of this task. The government will be available for communication (calls, email, etc.) as reasonably needed to complete the scope of this task, subject to COR availability.
The Contractor is not required to perform services on the following federal holidays set by law (USC Title 5 Section 6103):

ARCHITECTURAL, MECHANICAL, ELECTRICAL, PLUMBING (including MedGas) DRAWING SERVICES
VISN 15 [Wichita VA Medical Center, KS, Eastern Kansas Healthcare System (Leavenworth and Topeka), Kansas City VA Medical Center, MO, Columbia VA Medical Center, MO, Saint Louis Healthcare System (Jefferson Barracks and John Cochran in St. Louis, MO), Marion VA Medical Center, IL, and Poplar Bluff VA Medical Center, MO] is seeking professional services to update the existing infrastructure drawings to include architectural, mechanical, electrical, and plumbing (including MedGas) (AMEP) systems using Building Information Modeling (BIM). The updated drawings will be used for facility management, renovation projects, and maintenance activities.
2. Scope of Work The selected contractor shall perform the following tasks:
1. Review Existing Documentation
· Review existing architectural, mechanical, electrical, and plumbing drawings, specifications, and other relevant documents.
· Conduct site visits to verify existing conditions if necessary, including above and below ceiling surveys.
2. Data Collection and Verification
· Conduct field surveys to collect data on existing AMEP systems that are not documented or have discrepancies.
· Verify and validate all collected data against existing drawings and site conditions.
3. BIM Model Development
· Develop a comprehensive BIM model incorporating architectural, mechanical, electrical, and plumbing systems.
· Ensure that the BIM model adheres to the latest industry standards and best practices.
· Use Revit or other agreed-upon BIM software IAW VA BIM STANDARD BIM MANUAL V2.2 Revised November 1, 2023 and PG18-13 VA Drawing Deliverable Requirements.
4. Coordination and Integration
· Coordinate with facility staff and other stakeholders to ensure the accuracy and completeness of the BIM model.
· Integrate the BIM model with existing facility management systems if applicable.
5. Quality Assurance and Quality Control (QA/QC)
· Implement a QA/QC process to verify the accuracy and completeness of the BIM model.
· Conduct periodic reviews with facility staff to address any issues or discrepancies.
6. Deliverables – Due to station chief engineers and VISN CORS.
· Fully integrated BIM model with architectural, mechanical, electrical, and plumbing systems.
· Updated 2D drawings extracted from the BIM model.
· A report documenting the process, findings, and recommendations.
· Training for facility staff in navigating and using the BIM model (beginner and intermediate; coordinate with local facilities for team needs).
3. Project Schedule

4. Contractor Requirements
· Proven experience in BIM modeling for AMEP systems.
· Skilled professionals with minimum 5 years working with BIM software (e.g., Autodesk Revit 2025).
· Demonstrated ability to meet project deadlines.
· Experience working on similar projects in facility infrastructure.
5. Submission Requirements
· Detailed proposal outlining the approach, timeline, and cost.
· Examples of previous BIM projects.
· Resumes of key personnel.
· References from similar projects.

Drawings required by station are as follows:
1. Internal Project Team Review
· Prepare Initial Drafts: The design/consultant team prepares life safety drawings based on their assessment.
· In-house QA/QC: The team performs an internal quality assurance/quality control (QA/QC) to verify completeness, accuracy, and compliance with standards (NFPA 101, FGI, VA guidelines, etc.).
---2. Facility Engineering Review
· Engineering/Facilities Staff: Hospital engineering and facility management staff review drawings for accuracy with as-built conditions, equipment locations, egress paths, and accessibility of fire protection systems.
· Clinical Input: Nursing and clinical staff may review to confirm that patient and operational workflows are correctly reflected.
---3. Fire/Safety Officer Review
· Life Safety Officer (LSO): The station’s Life Safety Officer and/or Environment of Care Committee should review the drawings to validate that all fire and life safety features (barriers, exits, smoke compartments, etc.) are correctly identified and consistent with policy.
· Code Review: Ensure compliance with local, state, VA, and federal codes, including National Fire Protection Association (NFPA) standards.
---4. Physical Walkthrough ( Required )
· Conduct a physical walkthrough with the drawings in hand to validate that representations on paper match actual field conditions.
---5. External/third party Review (required for life safety drawings)
· Life Safety projects shall warrant external/third party review by a licensed and experienced fire protection engineer.
Fire protection code reviews must be performed on the drawings by qualified fire protection engineers who are not associated with the design team in accordance with VHA Directive 7712.
6. Documentation & Approval
· Comment Resolution: Collect and resolve all reviewer comments for each review interval.
· Final Approval: Obtain signatures or written approval from all required stakeholders.
· Record Keeping: Maintain approved, marked-up, or as-built drawings in the facility’s documentation system for compliance and future reference.
Suggested drawing review schedule per drawing type. Contractors can propose a alternate/recommended schedule. Finalized schedule will include dates of completion of each interval.
