About this opportunity

The Department of Veterans Affairs Veterans Health Administration intends to solicit architectural and engineering services for patient lift replacement and upgrade at the VA Menlo Park Division, with a sources-sought response deadline of August 20, 2026, at 12:00 PM Pacific Standard Time. This is not a set-aside procurement; however, the VA explicitly seeks responses from Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB), small disadvantaged businesses, Women-owned Small Businesses, HUBZone small businesses, and 8(a) small businesses to inform acquisition method selection.

Performance occurs at Palo Alto VA Medical Center, 3801 Miranda Avenue, Palo Alto, California. The project scope includes full site investigation, engineering assessment, and construction documents across all disciplines (architectural, structural, electrical, fire protection). Work entails installing 141 new 600-pound capacity X-Y traverse track lift systems with scales and continuous charging, extending 24 existing lifts for bathroom coverage, and replacing 30 aging motors to comply with VA Safe Patient Handling standards. The A/E scope requires phased construction planning to maintain facility operations.

Respondents must demonstrate experience with A/E services in complex, active healthcare environments with seismic design requirements in the San Francisco area, capability to design parking lot structures, and ability to respond on-site within four hours. NAICS code 541330 (Engineering Services) applies with a size standard of $25.5 million. Interested firms should submit socio-economic category documentation and relevant experience to alex.arter@va.gov by the August 20 deadline.
