About this opportunity

The Department of Veterans Affairs, specifically Network Contracting Office (NCO) 7, has issued a Special Notice announcing its intent to award a sole source, firm-fixed price contract to Raymond Pond SDVOSB JV, LLC for construction period services related to a fire alarm system replacement project at the Birmingham VA Medical Center in Alabama. The contract is being pursued under Federal Acquisition Regulations (FAR) Subpart 6.302-1, which allows for procurement from only one responsible source. The design contract for the project is 100% complete, with a design change modification pending at 75% completion. The project's construction period of performance is scheduled to conclude no later than December 9, 2025. This Special Notice falls under NAICS code 541330 for Engineering Services, with a size standard of $25.5 million.

The primary objective of this Special Notice is to retain the original Architect-Engineer (A-E) designer of record for post-award activities associated with the construction contract. Contractors interested in demonstrating their capabilities must be registered in the System for Award Management (SAM) and can submit a written capability statement explaining how they could effectively operate in the same project footprint. The key deadline for submission is January 2, 2025, at 10:00 AM CST. While the notice emphasizes this is not a competitive proposal request, the government will conduct market research based on any received responses to determine whether to explore alternative procurement approaches. Required services for the selected contractor will include construction submittal reviews, responding to Requests for Information (RFIs), executing design changes, and attending site visits and construction meetings to ensure the original design intent is maintained. The government retains sole discretion in evaluating responses and determining the procurement strategy, with no reimbursement provided to firms for developing their submissions.
