About this opportunity
The U.S. Army Aeromedical Research Laboratory (USAARL) is seeking to procure a C-Arm Fluoroscopic System for its Injury Biomechanics and Protection Group, specifically to replace an existing Siemens ARCADIS Avantic C-Arm. The system will be used for critical biomechanical research to establish human injury tolerances and develop protective equipment design metrics for soldiers. The Defense Health Agency is overseeing this procurement, which requires a mobile and durable x-ray machine capable of high-resolution medical imaging across human anatomical regions. The system must include sophisticated imaging capabilities, such as a 30 cm image intensifier, CMOS detector, and multiple operational modes including digital radiography and fluoroscopy. The pre-solicitation notice indicates a response deadline of June 4, 2025, with the opportunity posted on May 20, 2025, under the NAICS category 334517 for Irradiation Apparatus Manufacturing.
The contract opportunity is not set aside for any specific business category and will be open to all qualified vendors. The procurement includes not only the C-Arm Fluoroscopic System but also four years of annual maintenance and calibration services. The system must meet stringent requirements, including a compact design under 800 lbs, advanced digital imaging software, DICOM format compatibility, and the ability to store up to 300,000 images. Additional contract specifications include on-site training of at least 24 hours, a 12-month parts and labor warranty, and delivery to USAARL at Fort Novosel, Alabama. While specific award value is not disclosed, the comprehensive technical requirements and multi-year maintenance contract suggest a significant investment in advanced medical research equipment. The system will be used for precise medical imaging research, particularly focused on analyzing anatomical regions with and without personal protective equipment.
Notice text
The U.S. Army Aeromedical Research Laboratory (USAARL) Injury Biomechanics and Protection Group (IBPG) requires the acquisition of a C-Arm Fluoroscopic System for life-cycle replacement of an existing Siemens ARCADIS Avantic C-Arm. C-Arm Fluoroscopic systems are used to collect data to assist with locating anatomical locations during specimen preparation for instrumentation and assessing post-test injury for injury biomechanic research to ultimately establish human injury tolerances and develop metrics with which Soldier personal protective devices should be designed to withstand. Medical images will be taken of all human (PMHS) anatomical regions with and without personal protective equipment such as body armor in place. Portability and durability of the x-ray machine should not diminish the power, resolution, and quality of the medical images produced.
The requirement is also for Annual Maintenance and calibration services. There will be 4 years maintenance and calibration
