Contractors must demonstrate the ability to deliver ordered items within 48 hours of receiving call orders, maintain USDA and state health standards, and provide competitive pricing on over 200 individual food items with varying units of issue. Questions regarding the solicitation must be submitted by December 29, 2025, and offerors must maintain an active SAM.gov registration with no exclusions and a favorable Determination of Responsibility to be considered.
This solicitation carries no set-aside designation and is full and open with a small business preference, targeting firms in NAICS code 311999 (All Other Miscellaneous Food Manufacturing) with a standard size of 700 employees. The government intends to award multiple BPAs—specifically three agreements—to establish a flexible supply chain across approximately 12 locations in Oklahoma and Arkansas, including Camp Gruber Training Center, Fort Chaffee, and various armory and Air Force Reserve Center sites. While specific dollar values are not disclosed, the procurement involves estimated quantities of 30 units each for three separate contract line items, with monthly deliveries anticipated across the three-year period. Delivery must occur during specified business hours (8:30 a.m. to 4:00 p.m. CST) to locations throughout Oklahoma City, Oklahoma, and Fort Chaffee, Arkansas, with the government reserving the right to modify delivery locations based on operational needs and to add or remove BPA holders based on performance.
