About this file

This document is a Questions and Answers (Q&A) file for a food procurement solicitation by the Oklahoma Army National Guard. The Q&A addresses four specific inquiries about product specifications and ordering details. Key points include: (1) Salsa can be bid on separately, with 200 units per location, and mild salsa is the primary request; (2) the vendor asked about plant-based meat alternatives for beef products, but the Oklahoma National Guard explicitly stated they will NOT accept plant-based alternatives for the three specified beef line items; (3) all meat items (beef, chicken, pork, ham) will be delivered frozen unless otherwise requested; and (4) bread packaging is described as 6 x 32 oz per case, with ordering to be done by pounds. The document provides clarification on product packaging, delivery methods, and specific procurement requirements for the solicitation.

Q&A:

1. Please advise if we are allowed to bid on only a specific line item, namely Salsa. If so,

• The number of Salsa units is estimated at 200. Is that 200 units per location?

Or is that to be distributed among all locations?

• Do you require: Mild, Medium or Hot Salsa?

The number of salsa units listed on the order will be for that location only. If an order is for 200 EA Salsa, vendors may only have salsa cases of 400 EA without breaking cases, then that would be what your bid will reflect.

Mild is what we mostly request.

2. We have a question regarding the following line items in the Price Proposal Sheet:

• Beef, ground, chuck, 81/19 lean 8/5 (LB)

• Beef, ground, patty, 30/5.3oz, 80/20 lean (LB)

• Beef, ground, patty, 4oz, 80/20 lean (LB)

Would the Oklahoma Army National Guard consider accepting plant-based meat alternatives that are not soy-derived as substitutes for these beef products?

• Product Details: Our company manufactures plant-based ground beef and beef patties using:

• Primary Protein Sources: Hemp protein isolate and shiitake mushrooms (no soy)

• Nutritional Profile: Meets or exceeds USDA protein requirements per Section 4.16

• Lean/Fat Ratio: Can be formulated to match 81/19 and 80/20 specifications

• Form Factor: Available in bulk ground format and pre-formed patties (4oz and 5.3oz)

• Compliance & Certifications:

• ✓ USDA compliant

• ✓ Oklahoma State Department of Health approved

• ✓ Allergen-free (no top 9 allergens, including soy)

• ✓ Clean label ingredients

• ✓ Shelf life: 365 days frozen / 48 hours refrigerated after thawing

• ✓ Ready-to-cook (cook to 165°F internal temperature)

Key Question: Would plant-based alternatives be acceptable for these three beef line items if they meet all nutritional, safety, and quality requirements?

The Oklahoma National Guard will NOT accept plant-based alternatives for these three beef items.

3. Could you please confirm whether all meat items—including beef, chicken, pork, and ham—are required to be delivered either frozen or chilled?

The mentioned items above will be delivered frozen unless requested otherwise.

4. For Bread, rye, sliced 6/32oz, could you please confirm what the “6” represents in this context? For example: Does “6” refer to the pack configuration (i.e., 6 loaves per case or per pack, each loaf being 32 oz)? or is “6” intended to represent an expected order quantity, with “each” defined as a single 32 oz loaf?

This is only pack/packaging descriptor (6 x 32 oz per case/pack). In the past, vendors have had this item in different case quantities. When ordering, we would be requesting this product by the lbs.
