About this opportunity
Naval Facilities Engineering Command seeks paint and flooring repairs at three Bachelor Enlisted Quarters buildings (RR139, RR140, and RR141) at Camp Lejeune, North Carolina, with proposals due June 2, 2026. This is a total small business set-aside restricted to four pre-qualified M&R MACC contractors; only T.E. Davis Construction Company, Joyce & Associates Construction, Inc., Olympic Enterprises, Inc., and Quadrant Construction may submit.
Place of performance is Camp Lejeune, NC 28547. The work encompasses interior and exterior paint repairs (106,200 square feet per building) and flooring system replacements—luxury vinyl tile in sleeping rooms and epoxy resinous flooring in common areas and lounges—across all three buildings with identical floor plans. All three buildings tested negative for lead; where lead is present, work is limited to scraping and incapsulation only. Paint specifications are detailed by substrate type with specific products required: Benjamin Moore 1548 Classic Gray for primary walls, Benjamin Moore 1552 River Reflections for sleeping rooms, Mannington luxury vinyl tile flooring, and Dur-A-Flex epoxy resinous flooring. The facility remains operational during construction; contractors must coordinate scheduling to allow approximately one-quarter of work areas available for painting at any given time and minimize interference with normal operations. Contract duration is 730 days after award (extended from 540 days per Amendment 0002). The estimated cost range is $1 million to $5 million, with award on a lowest-price basis. Liquidated damages are assessed at $880 per calendar day. Davis-Bacon prevailing wage rates under General Decision Number NC20260010 apply. Bid bonds, payment bonds, and performance bonds are required for proposals valued at $150,000 and greater. A mandatory site visit was originally scheduled for May 7 at 2:00 PM but was rescheduled to May 11 at 9:30 AM per Amendment 0001. Requests for information are due May 19 at 3:00 PM. NAICS 236220; PSC Z2JZ.
