About this file

This is a Statement of Work (SOW) for Building RR141 Paint and Flooring Repairs at MCB Camp Lejeune. The project is identified as Project #25MO32CN, Contract #25-0415, dated April 16, 2025. The contractor must provide all material, labor, equipment, and supervision to complete interior and exterior paint repairs and flooring system replacements throughout the building, a Bachelor Enlisted Quarters (BEQ) located on Booker T. Washington Boulevard at Stone Bay. The building tested negative for lead in all surfaces tested.

Paint repair requirements include prepping, priming, and applying two coats of finish paint to all previously painted surfaces including walls, doors, door frames, and window frames. Specific paint specifications vary by surface type: interior walls require eggshell/satin latex; wood trim and doors require semi-gloss latex; metal surfaces require direct-to-metal semi-gloss; exterior masonry requires Loxon masonry coating; and bathroom areas require mildew-resistant semi-gloss paint. All repaired surfaces must be primed with latex KILZ 2 or equivalent. The contractor must repair cracks, holes, and damaged surfaces; replace damaged trim, siding, and moldings; and handle mold and mildew treatment. Additional responsibilities include protecting and relocating furniture, removing and reinstalling electrical/data covers, repainting piping, and spray painting electrical and access panels. Lead paint work is limited to scraping and incapsulation only, not full abatement, with submission of a hazardous materials plan required.

Flooring work requires removal of existing flooring in sleeping rooms and installation of new LVT (Luxury Vinyl Tile) flooring, and removal and replacement of flooring systems in shared/common spaces and lounges with Epoxy Resinous Flooring, including stair treads and stairwell surfaces. All flooring surfaces must be free of previous adhesives, and LVT surfaces must be sealed with Ardex floor sealer or equivalent prior to installation. All existing transition strips and rubber cove base must be removed and replaced. The contractor must submit manufacturer's product specifications and technical data for all materials on two CD's/DVD's marked "Complete Submittal Package" including contract numbers. Special scheduling coordination is required through Victoria Klink (253-776-2525), with approximately one-quarter of work areas available for paint at any given time.
