About this opportunity
The Department of the Navy Naval Facilities Engineering Command is soliciting sealed bids for paint and flooring repairs to Buildings M457 and M458 at Camp Lejeune, North Carolina, with proposals due May 29, 2026 at 2:00 PM EST. The procurement is restricted to four pre-selected M&R contractors holding existing Navy contracts: T.E. Davis Construction Company (N40085-25-D-2516), Joyce & Associates Construction, Inc. (N40085-25-D-2517), Olympic Enterprises, Inc. (N40085-25-D-2518), and Quadrant Construction (N40085-25-D-2519). Requests for information are due May 21, 2026 at 3:00 PM EST; a mandatory site visit is scheduled May 5, 2026 at 9:00 AM.
Place of performance is Camp Lejeune, NC. The estimated cost range is $1,000,000 to $5,000,000, with contract completion required 540 days after award. The NAICS code is 236220, Commercial and Institutional Building Construction; PSC code is Z2JZ, Repair Or Alteration Of Miscellaneous Buildings. Award will be made to the lowest price offer. Bid bonds are required for proposals exceeding $150,000; payment and performance bonds apply to awards exceeding $40,000. Liquidated damages are assessed at $880 per calendar day.
Scope encompasses paint and flooring repairs to two Barracks/Enlisted Quarters buildings. Paint work includes prep, repair, and painting of interior and exterior surfaces with finishes specified by type (interior walls in eggshell/satin latex, wood trim in semi-gloss latex, metal in latex direct-to-metal semi-gloss, exterior masonry in Loxon or equivalent, bathrooms in mildew-resistant semi-gloss latex). Flooring work requires removal and replacement of LVT in sleeping rooms and epoxy resinous flooring in shared spaces, lounges, stair treads, and stairwells. Both buildings tested negative for lead; hazardous materials planning for any lead work is limited to scraping and encapsulation rather than abatement. Specific product manufacturers and colors are detailed in project specifications and amendments. Work must proceed with the facility operational, limiting concurrent access to approximately one-quarter of work areas. The applicable wage determination is General Decision Number NC20260010 (revised May 18, 2026) for Onslow County, North Carolina building construction.
