Contractors must provide qualified technicians capable of performing monthly preventive maintenance (8 hours per month), 24/7 emergency coverage, software updates, database management, and on-site staff training with 2-3 annual training sessions. Questions were due by July 21, 2025 at 11:00 AM ET, and all proposals must be submitted electronically by August 4, 2025 at 11:00 AM ET to the designated FBI contracting specialists.
This opportunity is designated as a Total Small Business Set Aside with no incumbent contractor, as the previous service provider is no longer in business. The contract will be structured as a Firm Fixed Price arrangement for a one-year period from September 30, 2025 to September 29, 2026, with a monthly repair allowance not to exceed $500. The extensive equipment inventory includes approximately 130 VAV units, multiple rooftop units, boilers, hot water pumps, exhaust fans, air handling units, and 180 fan coil units across the four buildings. All work must be performed on-site at the FBI Academy Complex in Quantico, Virginia, with strict security requirements mandating that contractor personnel pass background checks and obtain FBI-issued LAR badges. The contractor must also provide all necessary software licenses and parts, with no remote access permitted to the BAS systems.
