About this file
This document is a Questions and Answers (Q&A) file for a Building Automation System (BAS) Services solicitation for the FBI Academy Complex in Quantico, VA. The solicitation (RFQ #15F06725Q0000397) seeks a contractor to provide system support services for a Reliable Controls BAS across four buildings, including preventive maintenance, repair, and emergency services. Key details include: no incumbent contractor (previous service company is out of business), all work must be performed on-site, contractor must provide software licenses and parts, and there are strict security requirements (personnel must pass background checks and obtain an FBI-issued LAR badge).
The solicitation covers multiple types of HVAC equipment from manufacturers like Trane and Valent, including RTUs, AHUs, FCUs, VAVs, and fan-powered ATUs. Specific service requirements include 2-3 annual on-site training sessions, digital service report submissions, and a $500 monthly not-to-exceed (NTE) repair allowance with pre-approval needed for excess costs. The BAS is integrated with the campus NIAGARA system (under a separate contract), and no remote access is permitted. Proposals are due by 11:00 a.m. ET on August 4, 2025, to the contracting specialist via email.
