About this opportunity
The General Services Administration Public Buildings Service Region 8 is seeking design-build services for a comprehensive office renovation project at Building 50 located at the Denver Federal Center in Lakewood, Colorado. This solicitation involves the design and construction of office and office-related space within the existing 146,187 gross square foot facility to consolidate three National Park Service directorates into a single location. The procurement will utilize a two-phase selection process under FAR 36.3, where Phase 1 qualifications proposals will be evaluated based on Technical Qualifications (60%), Approach to Design-Build (20%), and Lead Designer (20%). A maximum of three firms will be shortlisted from Phase 1 to submit detailed Phase 2 proposals, with the final contract awarded through competitive negotiation. Critical dates include the pre-proposal conference held on May 7, 2025, a questions deadline of May 14, 2025, and the qualification proposal submission deadline of June 12, 2025, at 10:00 AM MST.
This solicitation is designated as a total small business set-aside under NAICS code 236220 (Commercial and Institutional Building Construction) with a size standard of $45 million. The estimated project value ranges between $5,000,000 and $10,000,000, with no current incumbent contractors identified in the documentation. The renovation will accommodate approximately 603 National Park Service staff members across three departments (Intermountain Region, Denver Service Center, and Washington Area Support Office) with an expected average occupancy of 400 personnel. The selected contractor must achieve substantial completion within 465 calendar days of receiving the Notice to Proceed. Performance will take place at the Denver Federal Center campus in Lakewood, Colorado, where the project will transform approximately 70,000 square feet of usable space into modern office environments including workstations, conference rooms, restrooms, kitchenettes, and specialized areas such as curatorial space and gender-neutral facilities.
