About this opportunity
The General Services Administration (GSA), Public Buildings Service Region 8, is seeking a design-build contractor to renovate office and office-related spaces within Building 50 at the Denver Federal Center. The procurement will follow a two-phase selection process under Federal Acquisition Regulation (FAR) Subpart 36.3, with Phase 1 focusing on a Request for Qualifications (RFQ) to identify and shortlist up to three highly qualified offerors. The evaluation will independently assess technical capabilities and qualifications, with the goal of selecting the most competitive candidates to proceed to Phase 2. Phase 2 will require detailed technical and price proposals, which will be evaluated separately according to FAR 15.304. Key dates include a virtual industry day on February 5, 2024, from 9:00-11:00 AM MST, with the RFQ expected to be released on SAM.gov by the end of Q1 2025 and responses due approximately 60 days after publication.
The contract is exclusively set aside for small businesses under NAICS code 236220 for Commercial and Institutional Building Construction. The estimated total design-build cost ranges between $5,000,000 and $10,000,000, with project completion anticipated no later than November 2026. GSA intends to award a single firm-fixed-price contract that encompasses both design and construction services. To incentivize participation, the agency will provide a stipend to offerors who submit acceptable Phase 2 proposals but are not selected for the final contract award. Unsuccessful offerors with incomplete or unacceptable proposals will not be eligible for the stipend, and no stipend will be provided during the Phase 1 qualification stage. The procurement process is structured to ensure comprehensive evaluation of design-build capabilities while providing financial consideration for serious, qualified small business participants.
