RFI NOQUESTIONANSWERAMENDMENT NO.PHASE
1Please confirm that CPARS or previously completed PPQs may be submitted in lieu of the new PPQ survey.Offeror's are responsible for ensuring PPQs are submitted by the RFP deadline. CPARS may not be submitted in lieu of the PPQ survey. The government "may review past performance ratings available in the Contractor Performance Assessment Reporting System (CPARS) and other independently obtained information." Past Performance found independently may affect your firm's overarching qualifying decision and/or scoring21
2Are there any LEED or sustainability goals tied to this project?Based on NPS mission statement, a high priority is placed on reuse, repurpose, and recycle as much of the existing Building 50 interior walls and space as is programmatically possible.21
3Does GSA require an energy model to be completed for the entire building given the limited mechanical scope of work?Performance requirements for HVAC systems shall comply with applicable codes and ASHRAE standards and Federal energy efficiency standards.21
4Did the previous BLM project include load calculations to meet the anticipated building occupancy load of NPS? If not and a load calculation determines the existing mechanical system to be insufficient for the anticipated new building occupancy load, does GSA anticipate the upgraded Mechanical system to be accomplished within the existing budget?Mechanical equipment upgrade not in the scope of work but load calculations and rebalance of all spaces is necessary. With changes to architectural walls, etc., there is likely to be changes in zoning, duct work, diffusers, etc.21
5Please confirm that there are no wholesale lighting or lighting control scope elements.New or modified lighting controls are anticipated for areas with modified lighting only. Any new control of interior luminaires on the project will use a combination of technologies and device types to accomplish the control intent, provide operational simplicity for users, and maximize energy efficiency of the lighting system. The sequence of operations (SOO) will conform to requirements given in the 2018 IECC.21
6Are the existing ceiling mounted speakers’ part of a public address system, fire alarm system, or other? The existing speakers are currently only white noise speakers21
7Are the quantities of appliances/equipment in the current kitchenettes sufficient, or are additional microwaves/refrigerators required? This will be established during the design process.21
8Please confirm the only curatorial space will be the two rooms adjacent to the existing IT room. This will be established during the design process. The space makes sense but not strictly limited to this area.21
9Is the existing cooling system in the IT room available to be repurposed to accommodate the curatorial space? It is not recommended for reuse. The equipment is manufactured in 2003 and does not retain sufficient equipment lifespan. Load/capacity has not been investigated for the new space, and supplementary heating is anticipated for thermal control of the curatorial space. This is currently cooling-only equipment.21
10Does this project have existing data that meets COBie requirements from previous projects?GSA can provide existing equipment inventories and all cobie formatting to include in BIM Models.21
11Will the DB Document Manager be required to meet COBie requirements for the entire facility if there is no existing data? There is an existing equipment inventory for the building. It is on the contractor to enter new equipment or changes to equipment into GSA provided COBIE format.21
12Please provide the existing domestic water and sanitary sewer utility sizes.Utility connection sizes may be obtained from the utility provider to confirm current services.21
13During the site visit, room and space acoustics were mentioned. In reviewing the OPR Appendices document, STC-55 is noted for 4 room types. Is there a desired STC rating that is applicable to the open spaces / workstation areas?

a. Are white noise systems acceptable and can they be tied in to the existing speaker systems / PAS?

Existing white noise system in place.

See also Question 55: Acoustic mitigations are needed for existing conference rooms, offices, open workspaces and restrooms. Requrements can be established during the design process. (NRC and CAC should be considered along with STC) . Refer to room type in OPR appendices.21
14Within the exterior perimeter of the building, there are interior masonry walls. Is there a requirement to thermally insulate these walls to better the building envelope performance? Not expected but this will be established during the design process.21
