About this opportunity
The Department of Energy is issuing a Request for Information (RFI) regarding stormwater drainage repair and parking lot asphalt re-sealing services at Building 1916-T2 located at 230 Warehouse Road in Oak Ridge, Tennessee. The project requires contractors to restore and enhance asphalt parking areas through surface preparation, crack sealing, and application of two layers of asphalt sealer; re-stripe parking spaces with white markings, yellow no-parking areas, and handicap symbols; restore stormwater drainage functionality by removing and replacing concrete along the Warehouse Road side; and complete structural repairs including replacement of a damaged awning column at Bay 3's handicap ramp and installation of three parking bumper wheel stops. Key requirements include compliance with current industry code standards, use of non-volatile organic compound (non-VOC) paints and adhesives, protection of existing building components, potential handling of asbestos-containing materials, and comprehensive project documentation including warranties and as-built drawings. Evaluation will be based on contractors' capabilities to meet these performance standards and compliance requirements. The RFI was posted on October 24, 2025, with a due date of October 31, 2025, and vendors may submit capabilities statements along with their responses to the RFI.
This opportunity is designated as a Total Small Business set-aside, meaning only small businesses are eligible to compete. There is currently no incumbent contractor on this project. The tentative period of performance is January 1, 2026 through April 30, 2026, though this timeline is subject to change due to potential government shutdowns. The actual solicitation for proposals will be released sometime during the winter 2025-2026 timeframe and will be competed among all qualified small businesses rather than directed to a specific vendor. No site visit will be permitted until the formal solicitation is publicly released, and vendors will have an opportunity to meet during an industry day event to be detailed in the future solicitation announcement. The specific contract award value has not been disclosed by DOE.
